What are the responsibilities and job description for the CAPITAL PROJECT MANAGER position at Dorchester County, SC?

The purpose of the class is to perform a variety of routine-to-complex technical engineering and administrative work in support of the planning, design, construction and maintenance of County projects, and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.
ESSENTIAL JOB FUNCTIONS
- Prepares bid documents and manages construction for capital improvement projects.
- Prepares and presents project cost estimates and determines feasibility of project based on analysis of data.
- Collaborates with engineers, architects etc. to determine the specifications of the project.
- Organizes and oversees construction procedures and ensures they are completed in a timely and efficient manner.
- Directs and inspects commercial construction and maintenance activities at project sites. Evaluates progress and prepares complete work records and reports as required.
- Coordinates department activities and functions with those of other County divisions, departments, municipalities, developers, contractors, property owners, and outside agencies as appropriate.
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding capital improvements.
- Ensures adherence to all health and safety standards and reports issues.
- Represents the County at various meetings and functions as requested.
- Coordinates and leads various special meetings and events as assigned.
- Performs general administrative / clerical work as required, including but not limited to copying and filing documents, entering and retrieving computer data, preparing spreadsheets, maintaining various lists and logs, answering the telephone, etc.
- Attends training, meetings, conferences, seminars, etc., as appropriate to enhance job knowledge and skills.
- Performs other related job duties as assigned.
Education and Experience:
Requires a bachelor's degree in engineering, building science or a related field applicable to position.
Requires at least eight (8) years of proven experience in construction project management. In-depth understanding of construction procedures and material and project management principles.
Special Qualifications:
Must possess a valid state driver's license.
CAPM or PMP certification or related certification required.
