Classification: Exempt (not eligible for overtime)

Location: Harlem, NY

Summary/Objective:
Dolphin Property Services (Dolphin) is a rapidly expanding and dynamic property management firm focused on multifamily residential properties, dedicated to providing exceptional customer service and building communities. With our recent growth, and ongoing expansion plans, we are seeking a Compliance Manager for an affordable housing property in Harlem.

The Compliance Manager will be primarily responsible for overseeing the recertification and leasing process, ensuring its timeliness, and verifying that all move-in, recertification and leasing files adhere to compliance standards set by federal, state and city programs such as, but not limited to, Project Based Section 8, 236, Low Income Housing Tax Credits (LIHTC), and/or Mitchell-Lama, and other state tax credits. In addition, the Compliance Manager will conduct onsite training and oversee preparing for any federal, state and city agency audits that may occur. The Compliance Manager will work from the on-site management office(s) in <> and will report to the Director of Compliance and Vice President of Compliance & Leasing.

Essential function/Responsibilities: duties include but are not limited to the following:

  • Supervise and guide Recertification and Leasing Specialists to ensure compliance goals are met.
  • Lead and direct staff in completing recertifications, lease renewals, rentals, and other compliance-related tasks.
  • Meet regularly with Site Managers to assess property needs and develop strategic plans for compliance.
  • Review all initial, annual, and interim recertification files for accuracy and regulatory adherence.
  • Maintain and monitor the recertification tracker to ensure timely completion of certifications.
  • Oversee the processing of all Section 8 lease renewals using Yardi software.
  • Run scheduled Annual Recertification reports and collaborate with site teams to proactively organize and complete certifications.
  • Assist residents with annual and interim recertification requests submitted to the Public Housing Authority (PHA).
  • Ensure timely occupancy of vacant units and approval of all move-in files.
  • Maintain property vacancy lists and manage applicant waiting lists in accordance with program guidelines.
  • Track and manage transfer inquiries, coordinating with the PHA & monitoring agencies to ensure timely processing when applicable.
  • Prequalify income and screen applicant referrals for unit vacancies.
  • Ensure lease agreements and additional required forms are accurate and submitted to the PHA/monitoring agency within required timeframes.
  • Oversee the collection of move-in rent payments and security deposits.
  • Coordinate with multiple departments to ensure a positive move-in experience for new residents.
  • Generate and review all EIV reports, including annual, 90-day, and existing tenant searches.
  • Audit billing records to identify discrepancies and confirm proper implementation of approved rent increases in Yardi.
  • Prepare for, attend, and respond to all federal, state, and city agency reviews and audits, ensuring timely submission of required documentation and resolution of any findings in coordination with site teams and leadership.
  • Collaborate with the Legal Department to address cases of resident non-compliance.
  • Provide regular status update reports to leadership teams summarizing compliance activities, certification progress, occupancy trends, and outstanding issues across the portfolio.
  • Provide support at other properties as needed, based on operational demands or special projects, as directed by the Director of Compliance and Vice President of Compliance & Leasing.

Requirements:

  • Minimum 5 years’ experience in the field of Affordable Housing Compliance
  • Previous supervisory experience, a plus
  • High School diploma OR GED; Some college, preferred
  • Must have extensive knowledge of Section 8/LIHTC/ Mitchell-Lama rules and guidelines.
  • COS or LIHTC certification preferred.
  • Yardi software experience a plus
  • Extensive experience with Yardi software and managing affordable housing compliance.
  • Proficiency with Microsoft Office Suite, particularly Word, Excel, and Outlook
  • Proven ability to lead and manage teams in a fast-paced environment.
  • Strong organizational, communication, and interpersonal skills.

Pay: $80,000.00 - $90,000.00 per year
