Elayn Hunt Correctional Center is seeking a dedicated and detail-driven Procurement Analyst to support our mission of ensuring safe, efficient, and accountable operations. This role plays a vital part in managing purchasing activities, optimizing resources, and upholding the integrity of our procurement processes within a dynamic correctional environment.

Minimum Qualifications
Five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
A bachelor’s degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
An advanced degree plus one year of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
- Learns and applies the Louisiana Procurement Code and agency purchasing policies to support the compliant and cost-effective procurement of goods and services for the facility.
- Under close supervision, coordinates the full solicitation process, including preparing bid documents, assisting with public postings, evaluating vendor responses, and supporting fair and transparent vendor selection.
- Assists in drafting and managing correspondence with vendors and agency staff regarding contract terms, delivery schedules, product specifications, and any required changes to orders or services.
- Monitors and follows up on the delivery, receipt, and quality of materials and services to ensure compliance with contract requirements and operational needs.
- Maintains accurate and organized procurement records, including purchase orders, bid documentation, vendor files, and contract information, in accordance with state retention and audit standards.

- This position is a ‘when actually employed’ (WAE) position without benefits.
