Duties

Help

  • If selected at the GS-13 level, the below responsibilities will be performed in a developmental capacity.
  • Serves as a consultant to CoS Portfolio leadership (GS-15s and SES) to ensure manpower management critical issues are communicated and addressed effectively.
  • Serves as the lead expert responsible for developing original methodologies, decision frameworks, and portfolio level analytical constructs.
  • Designs and conducts comprehensive studies, surveys, reviews, and research projects where the boundaries are extremely broad and difficult to determine in advance.
  • Develops and maintains databases to reflect organizational posture, strength, accountability, and accommodate various reporting requirements.
  • Works collaboratively with other analysts and subject matter experts on assigned projects and initiatives across the global agency.
  • Solves complex, portfolio wide strategic challenges. Addresses problems that span multiple programs, mission areas, and stakeholders.
  • Measures and evaluates manpower and succession planning program accomplishments, effectiveness, and compliance with agency rules and regulations.

Qualifications

To qualify for a Management and Program Analyst (Manpower), your resume and supporting documentation must support:

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-13

  • Applying qualitative and quantitative analytical techniques to conduct studies of organizational effectiveness and recommend improvements to manpower programs and policies.
  • Utilizing knowledge of organizational theory and manpower management to assist in the planning, development, and implementation of human capital strategies and address organizational change.
  • Analyzing data related to workforce development and strategic planning to identify trends, evaluate program effectiveness, and ensure compliance with policies.

GS-14

  • Demonstrating mastery of qualitative and quantitative analytical techniques to lead complex studies, shape organizational theory, and develop innovative recommendations for senior leadership.
  • Providing expert knowledge and leadership to plan, develop, and implement strategic manpower programs and policies across a complex, multi-mission organization.
  • Applying expert knowledge of workforce development, organizational change management, and strategic human capital planning to solve critical problems and guide long-term organizational direction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
