Brief Description

The Business Operations Specialist provides system administration, user support, reporting, and operational support for federal acquisition systems and contract performance management processes. This position serves as a key resource supporting contract writing system administration, acquisition data reporting, user training, workflow management, and contract performance assessment processes.

The successful candidate will support federal acquisition professionals, Contracting Officer's Representatives (CORs), and program staff by ensuring the accuracy, integrity, and compliance of acquisition data and reporting activities. The position requires strong analytical, customer service, communication, and technical skills.

Requirements

PRISM System Administration & User Support

  • Provide Tier 1 support for users of the Procurement Request Information System Management (PRISM).
  • Process user access requests, role assignments, routing templates, and license tracking activities.
  • Manage User Access Requests and maintain user account documentation.
  • Escalate technical issues to the appropriate PRISM Help Desk through established customer service channels when required.
  • Support system users with troubleshooting, guidance, and process assistance.

Training and Knowledge Management

  • Develop and deliver training programs for new employees, program-office requisitioners, and Contracting Officer's Representatives (CORs).
  • Conduct refresher training and targeted sessions addressing system updates, process changes, and best practices.
  • Create and maintain user guides, training materials, and reference documentation.

Acquisition Data Reporting & Analysis

  • Generate recurring and ad hoc reports from acquisition and financial management systems.
  • Support monthly data reconciliation activities and data quality reviews.
  • Analyze acquisition data and identify discrepancies requiring corrective action.
  • Prepare reports, dashboards, and performance metrics for management and leadership review.
  • Provide recommendations to improve reporting accuracy and operational efficiency.

Process Tracking & Administrative Support

  • Maintain internal tracking tools, databases, and workflow management systems.
  • Monitor acquisition actions and policy implementation activities.
  • Track program milestones, deliverables, and compliance requirements.
  • Coordinate with stakeholders to ensure timely completion of assigned actions.

CPARS Administration & Compliance Support

  • Provide administrative support for Contractor Performance Assessment Reporting System (CPARS) activities.
  • Process and maintain user access for Assessing Officials and designated representatives.
  • Monitor evaluation lifecycle activities and completion timelines.
  • Track interim evaluations and changes in Assessing Officials or representatives.
  • Monitor contractor comment periods and evaluation status.
  • Produce monthly compliance dashboards and performance metrics.
  • Identify and escalate overdue evaluations and compliance issues.

Stakeholder Support

  • Collaborate with acquisition professionals, program managers, contracting personnel, and government stakeholders.
  • Provide customer service support and respond to inquiries in a timely manner.
  • Support multidisciplinary teams working on complex acquisition and operational initiatives.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university.
  • Minimum of five (5) years of relevant professional experience.
  • Experience with data tracking, reporting tools, and/or contract reporting processes.
  • Experience supporting program management, operational, or technical functions.
  • Experience working with multidisciplinary teams on complex projects or programs.
  • Excellent written and verbal communication skills.
  • Experience preparing reports and presentations for internal and external stakeholders.
  • Proficiency with:
    • Microsoft Word

    • Google Sheets
    • Google Slides
    • Google Drive
  • Ability to independently analyze assignments, identify issues, and provide recommendations.
Preferred Qualifications

Candidates with the following experience are strongly preferred:

  • Hands-on administration or direct support of a federal contract writing system, specifically PRISM (Procurement Request Information System Management).
  • Experience supporting federal acquisition operations.
  • Experience with CPARS administration and contractor past-performance reporting.
  • Experience with:
    • Delphi
    • FPDS-NG
    • USASpending.gov
    • ESC Customer Service Portal
  • Working knowledge of:
    • Federal Acquisition Regulation (FAR), particularly Part 42.15
    • Transportation Acquisition Manual (TAM), Subpart 1242.15
  • Prior support experience within the U.S. Department of Transportation, Federal Transit Administration, or other federal acquisition organizations.
  • Experience creating dashboards, metrics, and executive-level reports.
Eligibility Requirements

To Be Considered For This Position, Candidates Must

  • Be a U.S. citizen or a non-citizen lawfully admitted for permanent residence or employment in the United States.
  • Successfully complete E-Verify employment verification requirements.
  • Be able to pass a federal background investigation, which may include:
    • National Agency Check with Inquiries (NACI)
    • Minimum Background Investigation (MBI)
    • Background Investigation (BI)
  • Be eligible to obtain and maintain an HSPD-12 credential, including required fingerprinting and electronic background processing.
  • Sign a Non-Disclosure Agreement (NDA) prior to performing work under the contract.
Work Environment & Schedule

  • This position is primarily remote and performed from the employee's approved work location within the United States or its territories.
  • Occasional on-site support may be required at:

Federal Transit Administration Headquarters

  • On-site attendance will be required only on a case-by-case basis with Government approval.
  • Standard schedule is an eight-hour workday, Monday through Friday, totaling 40 hours per week.
  • Work must be performed during established business hours, with start times no earlier than 7:00 a.m. ET and end times no later than 6:00 p.m. ET.
  • Alternate work schedules and compressed work schedules are not permitted.
