Minimum Qualification Requirements
This position is open to current employees eligible for non-competitive appointment, including:
- Current DOI employees at the GS-14 level or above who are eligible for non-competitive reassignment
- Employees within or outside of DOI eligible under a non-competitive appointing authority
To qualify for this position, you must have one year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service performing all of the following:
- Leading or supervising employees engaged in Title 5 staffing or classification
- Classifying positions using OPM classification standards, including assigning title, series, and grade levels
- Experience using USA Staffing to either post vacancy announcements, review applications, and issue certificates OR to review the work of subordinate staff performing those functions
- Experience using FPPS to process personnel actions OR to perform quality reviews of other staff who process personnel actions
Preferred Qualifications:
- Executive resources experience, including PRB coordination and performance recertification
- Leading or participating in DEU or other merit staffing audits
- Experience devising strategies to fulfill OPM's 2025-2026 merit hiring requirements and objectives

The Office of Inspector General is seeking a seasoned HR professional with considerable experience in multiple functional areas to serve as its Assistant Director of Human Resources. If selected, you will supervise a staff of six human resources professionals with responsibility for OIG's staffing, classification, executive resources, and personnel action processing programs. This position offers a unique opportunity to work directly with bureau leadership to devise human capital strategies, resolve complex staffing and classification issues, conduct internal and external training, and implement operating procedures for a variety of functional areas. The OIG offers a low specialist-to-customer servicing ratio with emphasis on providing the highest levels of customer service to our employees.
The best qualified candidates will demonstrate expert knowledge of Title 5 staffing and classification, including being well versed in OPM's 2025-2026 merit hiring requirements; knowledge of FPPS sufficient to conduct quality checks of staff personnel action processing; and exceptional communication skills to collaborate with employees at all levels, including executive-level leadership within and outside the OIG. Prior executive resources experience, particularly with the performance review board and/or SES/SL certification process, is highly desirable.
Major duties include:
- Supervises staff in the performance of staffing, classification, processing, and executive resources functions
- Establishes SOPs and other internal operating guidelines to ensure consistent, accurate, and effective operations
- Liaisons with executive leaders and other managers to devise HR strategies, track progress in achieving hiring objectives, and resolve complex problems
- Coordinates with external service providers to ensure exceptional service delivery for contracted functions (benefits/retirement, personnel security, drug testing, and medical examinations)
- Develops and conducts training, to include mentorship of HR specialists as well as external training on various HR topics
- Conducts quality control and audits of staff work in the areas of staffing, classification, and processing
