This position is located in a Regional, Subregional or Resident Office (Field Office) of the National Labor Relations Board.
The position has responsibility for all the legal work of a Regional Office and is responsible for the overall planning, direction and control activities concerning the investigation, processing, and disposition of unfair labor practice (ULP) charges filed in the Field Office.

The ideal candidate for the Supervisory General Attorney (Labor) (Regional Attorney) position should possess expertise and knowledge in traditional labor law and related litigation. The candidate demonstrates an ability to provide expert legal analysis, advice, and litigation strategy in an efficient manner regarding complex and difficult legal questions and factual issues. The candidate has experience supervising Regional legal staff to ensure adherence to Agency policies and procedures and reviewing reports and case files to determine that Regional staff are properly investigating cases, preparing the proper legal analysis, making appropriate recommendations for action or disposition, analyzing settlement agreements and withdrawal requests, and ensuring appropriate standards are met and that policies of the NLRA have been effectuated. Experience in performing personnel management functions and knowledge of and conformity with Agency administrative personnel regulations and policies is desired.
BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.

MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Supervisory Field Attorney) at the GS-15 grade level.

- Experience engaging in research and legal analysis of complaints, briefs, evidence and other legal documents of complex and/or unique cases to support response to difficult legal questions and factual issues.

Responsibilities:
As a Supervisory General Attorney (Labor) (Regional Attorney), GS-0905-15, your typical work assignments may include:- Using technical supervision and expert knowledge under the provisions of the National Labor Relations Act (NLRA); recommending institution of formal action in cases with merit where settlements have not been secured; providing counsel and opinion on the legal aspects of cases in connection with the administration, interpretation and enforcement of the NLRA; and preparing for trial and trying such cases before the Administrative Law Judges.
- Managing litigation within the Regional Office including relaying litigation strategy to attorneys involved in administrative proceedings before the NLRB and injunction and subpoena enforcement cases in the U.S. District Courts and bankruptcy court.
- Conferring with supervisors on the assignment of cases to the respective case handling groups, maintains continuing contact with supervisors and individual field attorneys and examiners to whom cases have been assigned, to ensure cases are being processed expeditiously and efficiently.
- Participates where advisable with the supervisors and individual attorneys and Labor Relations Investigators in settlement and related conference with parties to ULP and representation cases to facilitate resolutions, stipulations or other measures to effectuate or otherwise bring parties into compliance with the National Labor Relations (NLRA), to assist in obtaining withdrawal of charges in cases where the evidence clearly fails to establish a violation, to secure cooperation in investigations and other procedures and in connection with problems arising in adjustments and settlements.
- Overseeing the legal aspects of all cases within the Regional Office to include the preparation and issuance of the complaint and notice of hearing; the preparation for trial and trial of such cases before Administrative Law Judges of the Board; recommending institution of contempt proceedings where necessary; and providing legal assistance to Headquarters' staff in the preparation and presentation of such cases.
