DHA, Housing Solutions for North Texas’ mission is to provide affordable, quality housing and access to supportive resources across the region. As a Disability Rights Coordinator at DHA, you play a key role in accomplishing the agency’s goals by coordinating activities necessary to ensure compliance with the Americans with Disabilities Act of 1990 (ADA), the Federal Rehabilitation Act of 1973 (Section 504), the Fair Housing Act of 1968, and the Architectural Barriers Act of 1968. Draft and/or review technical reports, policies, procedures, and special presentation material for various DHA programs, and coordinates with other DHA departments on issues relating to 504/ADA.

Key Responsibilities
- The Disability Rights Coordinator is responsible for ensuring that DHA is compliant with all applicable federal, state, and local regulations in its housing programs, including performing internal reviews as needed
- Serves as the designated contact person for complaints and resolutions relating to Section 504, ADA, and Fair Housing matters
- Collects and maintains a library of ADA regulations and supplementary materials
- Develops, implements, and manages a systematic process for handling Section 504, ADA, and Fair Housing complaints and reviews, including policies, procedures, and reports
- Prepares technical documents as needed to ensure compliance with DHA policies and applicable federal, state, and local rules and regulations
- Develops and implements a grievance procedure that incorporates appropriate due process standards and provides for the prompt and equitable resolution of Section 504, ADA, and/or fair housing complaints
- Develops and implements policy and procedure for the processing of reasonable accommodation requests
- Responds to requests for reasonable accommodation and reviews, processes and verifies information to determine eligibility and appropriate determination
- Monitors and ensures implementation and timely completion of approved accommodation requests
- Reviews with Director of Compliance and Training any accommodation request that may cause an undue financial burden or fundamental alteration to the program
- Drafts forms and training materials for processing, verifying, and responding to requests for reasonable accommodation
- Tracks all requests for reasonable accommodation and maintains a log of such requests
- Collects and stores all Section 504/ADA and Fair Housing complaint data
- Avoids legal challenges by understanding current and proposed regulatory requirements; recommends new procedures to comply with legal requirements
- Communicates with responsible departments and/or DHA person(s) on the results of a request for reasonable accommodation for further action, if necessary
- Coordinates hearings and reviews (appeals) relating to Section 504, ADA, and Fair Housing matters
- Collects financial and administrative information related to Section 504, ADA, and Fair Housing for the compilation of reports
Knowledge and Skills for Success
A successful Disability Rights Coordinator has…
- Knowledge of provisions of Titles I, II, and III of ADA; Section 504 of the Federal Rehabilitation Act; the Fair Housing Act; and the Architectural Barriers Act
- Knowledge of federal, state, and local laws regulating public housing authorities generally and DHA specifically
- Knowledge in evaluating public access to facilities and programs and services
- Knowledge in training principles and techniques
- Knowledge in grant application and administration process and procedures
- Knowledge in principles of record-keeping and records management
- Skill in understanding and applying grant program standards, and applicable Federal rules and regulations
- Skill in finding, analyzing and compiling technical and statistical information to prepare grants, technical reports, proposals, and correspondence
- Ability to prepare reports, correspondence, and other presentations for internal and external audiences
- Ability to prioritize work, operate under pressure or deadlines and maintain cooperative working relationships
- Effective oral and written communication skills
Qualifications
- Bachelor’s degree in Psychology, Social Work, Journalism, Communications, Business, Public Administration or related field
- Four (4) years of technical writing experience
- Or an equivalent combination of education and experience
