One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: participating in the development, delivery or administration of formal employee training and development initiatives and curricula in a business setting; partnering with customers to identify training and workforce development needs; and coordinating resources to ensure successful delivery of training and development program services.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

- Provides advisory and consulting services to management and customers concerning workforce training and development. Assists in developing project and implementation plans that include course delivery and evaluation.
- Coordinates the planning and delivery of training programs to include technology-focused learning environment (e.g. virtual classrooms, asynchronous and synchronous learning, social networking).
- Manages subscriptions and licenses with outside learning platform providers ensuring payment process is timely, complete, within budget, and auditable.
- Works closely with program participants to convey learning requirements, record course completion, and assess curriculum and methods of curriculum delivery in order to enhance course/program initiatives.
- Researches data housed in the Learning Management System and other automated systems to provide support for the operation and evolution of Agency training initiatives through both regular and recurring reports and unique requests for information.
