About the Position

Dexis is seeking a Mid-Level Monitoring and Evaluation Specialist to provide embedded MEL support to the Department of State Bureau of East Asian and Pacific Affairs. The specialist will support monitoring, evaluation, research, data analysis, reporting, program and project design, and learning activities across a diverse portfolio of foreign-assistance programs. The position will work as part of multidisciplinary teams supporting EAP/RASP, Operating Units, and Posts and will contribute to accurate, timely, and decision-ready products that help improve program performance and accountability.

This position is contingent upon award.

Responsibilities
  • Support the design and implementation of monitoring, evaluation, assessment, and research activities.
  • Develop and update MEL plans, indicators, PIRS, results frameworks, and performance-tracking tables.
  • Develop surveys, interview guides, focus-group protocols, observation checklists, and other data-collection instruments.
  • Conduct desk reviews, interviews, surveys, site visits, and qualitative and quantitative analysis.
  • Conduct data-quality assessments and recommend improvements to data collection, management, and reporting.
  • Assist in preparing evaluation reports, assessment reports, dashboards, infographics, presentations, and other knowledge products.
  • Support program and project design, including theories of change, logic models, results frameworks, and learning agendas.
  • Provide technical and logistical support for workshops, training, and learning events.
  • Coordinate with EAP personnel, Posts, implementing partners, local consultants, and technical SMEs.
  • Track assigned activities and deliverables and manage multiple tasks and deadlines.
Minimum Qualifications 
  • Master's degree or equivalent and at least five years of relevant professional experience, or bachelor's degree and at least seven years of relevant professional experience.
  • At least three years of professional MEL experience, including data collection and analysis.
  • At least four years of experience managing complex projects requiring strong interpersonal, writing, analytical, and problem-solving skills.
  • Proficiency in Excel, SPSS, Stata, or similar data-analysis tools.
  • Strong organizational and project-management skills.
  • Excellent written and oral communication skills in English.
  • Active Secret Clearance. 
Preferred Qualifications 
  • Experience supporting Department of State or other U.S. Government foreign-assistance programs.
  • Experience in East Asia, Southeast Asia, or the Pacific Islands.
  • Familiarity with 18 FAM 301.4, Section 508, and Department reporting requirements.
  • Experience supporting multiple concurrent MEL activities.
  • Experience with dashboards, data visualization, GIS, TPM, or remote monitoring.
  • Experience supporting dispersed or restricted-access operating environments.
