Position Summary

Detroit Public Schools Community District (DPSCD) is seeking an experienced individual(s) to serve as Program Supervisor - Skilled Trades Compliance Officer within the Division of Facilities. This position is responsible for ensuring that skilled trades services performed across district facilities meet regulatory requirements, district standards, and contractual service expectations.

The Skilled Trades Compliance Officer provides technical oversight of building maintenance and repair activities performed by Facilities Service Providers (FSPs), contractors, and district personnel across a wide range of building systems. These systems include electrical, plumbing, carpentry, general building repairs, and related mechanical and structural infrastructure.

The individual will monitor contractor performance, ensure compliance with district policies and service level expectations, verify the completion of preventative maintenance and repair activities, and assist in the development and oversight of scopes of work for skilled trades services. This position plays a critical role in ensuring that school facilities operate safely, efficiently, and reliably in support of student learning environments.

This role requires a daily presence in schools and district facilities to observe field conditions, monitor work performed by contractors and skilled trades personnel, and ensure services are delivered in accordance with District standards, safety regulations, and performance-based service agreements.

The Skilled Trades Compliance Officer will work closely with the Deputy Executive Director - Facilities, district compliance staff, union personnel, service providers, and school leadership to ensure facilities issues are addressed promptly and effectively.

Minimum Qualifications

Education:

  • Requires a High School Diploma or an acceptable equivalency diploma (GED). A valid driver's license is also required .

Preferred

Preferred credentials include one or more of the following:

  • State of Michigan Electrical Contractor License
  • State of Michigan Plumbing Contractor License
  • State of Michigan Mechanical Contractor License
  • Journeyman certification in a recognized building trade
  • 1st Class Stationary Engineer License
  • Other relevant trade certifications or facilities maintenance credentials

Experience

Candidates must possess a minimum of 10 years of experience in skilled trades, building maintenance, facilities operations, or construction management, including direct experience with building systems and infrastructure.

Experience working within large institutional environments such as schools, universities, hospitals, or municipal facilities is preferred.

Experience coordinating with unionized skilled trades workforces and managing contractor service providers is also highly desirable.

Candidates should have demonstrated familiarity with the operation, repair, and maintenance of building systems, including:

  • Electrical distribution systems (power and lighting)
  • Plumbing systems and domestic water systems
  • Carpentry and structural building components
  • Doors, windows, hardware, and building envelope systems
  • Fire alarm and fire protection systems
  • Emergency/standby generators
  • Sump pumps and drainage systems
  • Elevators and vertical transportation systems
  • Interior building finishes and general building repairs

Essential Functions

Regulatory Compliance and Safety Oversight

  • Maintain working knowledge of MIOSHA regulations, building codes, safety standards, and district safety policies applicable to facilities maintenance and skilled trades work.
  • Monitor contractor and trades personnel compliance with district safety requirements, regulatory standards, and construction safety practices.

Skilled Trades Operations Oversight

  • Provide technical oversight of skilled trades work performed across district facilities, including electrical, plumbing, carpentry, structural repairs, and general building maintenance.
  • Monitor contractor and service provider performance to ensure work is completed in accordance with contractual obligations, service level agreements, and district specifications.
  • Evaluate field conditions, investigate facility issues, and develop recommendations for corrective action when deficiencies are identified.

Contractor Performance Management

  • Monitor Facilities Service Providers (FSPs) and other contractors to ensure compliance with district operational standards and contractual requirements.
  • Track contractor performance using Key Performance Indicators (KPIs), service response times, work order completion metrics, and preventive maintenance compliance standards.
  • Participate in contractor performance reviews and support the implementation of performance improvement measures where necessary.

Work Order and CMMS Management

  • Review, evaluate, and track work order requests submitted by schools and district departments.
  • Assign work through the appropriate contractors, service providers, or district personnel in coordination with district facilities leadership.
  • Monitor and verify the accuracy of work order data, labor reporting, and service documentation within the district's Computerized Maintenance Management System (CMMS).
  • Ensure that work order records, maintenance logs, and contractor documentation are complete, accurate, and auditable.

Procurement and Scope Development

  • Assist in the development of scopes of work, technical specifications, and service requirements for skilled trades contracts.
  • Participate in pre-bid walkthroughs, vendor meetings, and evaluation committees for facilities service procurements.
  • Review contractor proposals and provide technical input during procurement and evaluation processes.

Field Oversight and Quality Assurance

  • Conduct regular site visits to district schools and facilities to observe work activities and verify service delivery.
  • Monitor the quality of work performed by contractors and ensure completed work meets district standards and technical specifications.
  • Coordinate with school leadership and building staff to ensure that facility issues are addressed in a timely and professional manner.

Labor and Workforce Coordination

  • Work collaboratively with unionized skilled trades personnel and contractor staff to support efficient service delivery and effective problem resolution.
  • Facilitate communication between district leadership, service providers, and school administrators regarding maintenance priorities and service needs.

Technical Documentation and Professional Development

  • Read and interpret technical drawings, blueprints, schematics, and specifications related to building systems and trades work.
  • Maintain awareness of emerging technologies, equipment, and best practices in facilities maintenance and skilled trades operations through training and professional development.

Physical Requirements

  • Perform physical activities as required in the inspection and oversight of facilities, including climbing ladders, accessing mechanical spaces, and lifting equipment or materials.

Additional Responsibilities

  • Perform other duties and responsibilities as assigned by the Division of Facilities.
