KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities
Position Summary:
The position (K0221824)
Coordinate and/or lead assigned medical assistance policy projects and manage project workflow steps to ensure the inclusion and contribution of interdisciplinary information from DHCF team members and stakeholders. Lead and/or participate in various agency and inter-agency policy projects independently or with team members, completing tasks related to simple to complex portions of the process. Coordinates or leads assigned policy projects and manages project steps to engage the participation of team members and other stakeholders.
Provide primary conceptual policy input by analyzing medical assistance program or administrative data to contribute to the planning, consulting, and project leadership necessary to develop and adequately operationalize program policies. The incumbent will accomplish this by: 1) staying current on literature and activities related to Medicaid and health care policy, 2) conducting background research to contribute to thought leadership, subject matter expertise, and strategic planning, 3) critically evaluating information gathered from multiple sources 4) performing self-directed research of policy matters using source material and primary documents and synthesize information to present to others, and 5) identify emerging issues and policy trends consistent with the agency and medical assistance program policy strategic goals and objectives.
Job Responsibilities may include but are not limited to the following:
Program policy evaluation and review of medical assistance policy initiatives. The incumbent will research and design program evaluation concepts through 1) establishing criteria to identify and measure program policy effectiveness, 2) identify what data may be needed to complete an aspect of medical assistance program evaluation, and 3) consult with leadership and subject matter experts to obtain and contribute data for policy evaluation design.
Write medical assistance program policy documents and presentations. Based on the results of policy research and analysis, write a broad range of products including, but not limited to, medical assistance provider bulletins, program manual content, policy briefings, policy decision papers, program review briefings, and legislative-mandated studies or reports.
Qualifications
Education:
- High School/GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
- Minimum Qualifications:
- Four years of experience in collecting, evaluating, studying, or reporting on policy, statistical, economic, financial, legislative, or administrative data and information. Education may be substituted for experience as determined relevant by the agency
- Preferred Qualifications:
- Four years’ experience in health care administration, public administration, public policy, public health, or related field.
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- One year experience performing analysis of procedures, policies or programs.
- Experience in health care or insurance
- Strong ability to effectively collaborate with others while working independently
- Ability to prepare comprehensive reports and data in clean, concise ways
- Ability to communicate information effectively orally and in writing
