Position Summary & Responsibilities

Position Summary:    

The position (K0221816)

Rate Setting: Oversee rate setting for inpatient hospitals.  This is currently based upon the Diagnosis Related Group (DRG) method. The detail work is performed by a contractor but incumbent must have knowledge about how the contractor performs their work to insure that rates are correct.  Evaluate, approve and implement all changes, which would include necessary changes in State Plan, regulations, or provider manuals.  Maintain knowledge of the hospital cost reporting process, DRG's, revenue codes, procedures, diagnosis codes, and discharge codes. Analyze claims data to determine the impact of changes.  Provide information to the stakeholders.   The CAF has a finite amount that can be distributed among the Critical Access Hospitals (CAH).   Each CAH has a separate inpatient and outpatient CAF. During the DRG process the contractor calculates the CAF and this position oversees the distribution process to the hospitals.

Special Payments. This position will collect and analyze data so that the following

payments can be calculated and paid:  Supplemental Medical Education (SME), State Directed Payments and Alternate Payment Method. SME is paid quarterly to the three KU entities. This process entails pulling claims data, analyzing the data and making payment per the State Plan Amendment.  State Directed Payments are paid quarterly.  This process entails pulling encounter data, analyzing the data and making payment per the approved 438.6(c) Preprint.  APM is paid semiannually. Hospitals must meet quality metrics to qualify for payments. 

Job Responsibilities may include but are not limited to the following: 

  Reporting.  This position will collect and analyze data so that the following reports can be prepared. Monthly Health Care Access Improvement Program (HCAIP) report and reports necessary for the quarterly HCAIP meetings.

Provider tax assessment. The provider tax assessment is calculated once a year and notification must be sent to the hospitals twice a year. Once a year this position will review the payments made from the provider assessment funds to ensure the hospitals and physicians are not spending more than the provider tax assessment. A yearly report is given to the Legislature regarding this fund. 

Data Analytics: Establish and maintain operating knowledge of data systems, reporting software, and secure data delivery services. Create and maintain program specific data queries, Excel workbooks, and formulas to accurately calculate payments and reports in accordance with state and federal regulation.  Design comprehensive ad-hoc data sets to calculate and audit payments. Maintain data in formats and detailed electronic filing system to assure ready access to pertinent information for on-line inquiry and reporting. Identify, assess, research, and address concerns with data accuracy in coordination with other departments and the fiscal agent. Track medical claim, rate, service, payment, provider and beneficiary data processing issues related to fee for service and managed care to communicate, problem-solve, and resolve issues relevant to data set time frames. Develop techniques to mitigate known data issues to improve reporting accuracy. Critical analysis and review of data and reports. Demonstrate proficiency in computer applications and software to complete reports and payments. Document and maintain processes and procedures

    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:  
    • Four years’ experience in Business related field or Math. Experience may be substituted for education as determined relevant by the agency.
  • Preferred Qualifications:  
    • Experience in Business or Math
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Cost accounting, Medicaid Experience, Relationship management, Medical claims experience
    • Experience compiling and analyzing data
    • Experience of creating databases and working with databases
