The NMDOT Procurement Division is responsible for securing the procurement of commodities at the best obtainable price and delivery while maximizing service to our customers both internal and external. The Purchasing Division is able to research, coordinate, and consolidate purchasing requirements and establish Price Agreements/Contracts for the NMDOT General Office (GO) and Districts. Combined with managing the Department¿s contracts for Information Systems and special projects through the Request For Proposal (RFP) process and contracts for Capital Improvement Projects.

Why does the job exist?
The Senior Purchasing Coordinator will facilitate and oversee the Information Technology (IT) procurement process for the NMDOT IT Division. This role is responsible for training staff on procurement methods and providing oversight and guidance as needed. This position processes IT solicitations, including Invitations to Bid (ITBs) and Requests for Proposals (RFPs) within the IT Section, and manages contracts and contract amendments. Responsibilities will also include auditing and approving purchase orders for all six (6) NMDOT Districts and the GO. Additionally, some General Services procurements may be required to be processed and approved. This is a customer-focused position that provides assistance and support to both internal and external customers.How does it get done?
This position plays a critical role in supporting procurement activities for the IT Division and the General Services Division of the NMDOT. The ability to accurately articulate appropriate procurement language for IT equipment, hardware, software, and maintenance agreements is essential for developing Invitations to Bid (ITBs), Requests for Proposals (RFPs), and Statewide Price Agreements. This role requires frequent communication and coordination with internal and external customers to ensure all procurements are processed accurately, efficiently, and in a timely manner. Working knowledge of the New Mexico Procurement Code, New Mexico Administrative Code (NMAC), Model Accounting Practices (MAPs), and applicable Code of Federal Regulations (CFRs) is essential to success in this position. These regulations are applied across all procurement activities and support the audit and approval of purchase orders and solicitations. Minimal administrative duties are also required as part of this position.Who are the customers?

The ideal candidate will have preferred education and/or experience in the following:* Proficient comprehension of Procurement Code regarding Request for Proposals, Professional Services Agreements, and Exempt Agreements.
* Knowledge of the Procurement Division rules and guidelines.
* Advance experience with Statewide-Human Resources-Accounting-Reporting (SHARE) Contracts Module/Purchasing and SHARE Human Capital Management (HCM).
* Knowledge of the New Mexico Administrative Code (NMAC) and Model of Accounting Processes (MAPS).
* Expert customer service and communication skills.
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.Employment Requirements
