Under the general direction of the Branch Chief/Manager II or Section Chief/Supervisor II, the incumbent independently provides high-level expertise, research and analysis on technical aspects of the programs and policies of the Division of State Financial Assistance (DSFA) with a focus on Loan and Grant Closing Activities in the Loan Closing Branch. The incumbent functions as a researcher, advisor and lead technical specialist to assist with the most complex loan closings during all phases of multifamily loan/grant closings including analysis, oversight, underwriting, change approval, construction and permanent loan/grant closing and disbursement phase of the multifamily housing projects for the DSFA.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

HCD Disclosure Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of and experience in loan underwriting, loan document analysis, escrow, negotiation, appraisals, funds disbursal and loan-related report production.
  • Ability to effectively interpret regulations, guidelines and policies associated with various affordable housing programs.
  • Demonstrated ability to communicate clearly to all audiences (stakeholders, lenders, developers, HCD staff and management, etc.) regarding various affordable housing-related issues.
  • An effective self-starter who is also able to work collaboratively when appropriate.
  • Ability to prioritize workload without direction as needed to meet deadlines.
  • Experience with the California Department of Housing & Community Development Division of State Financial Assistance Multifamily Housing Programs.
  • Experience with Project/Program Management.
  • Experience in Training Individuals/Teams.
  • Knowledge of HCD’s state program’s regulations and guidelines.

Salary : $87,312 - $109,284
