Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Will Consider Housing and Community Development Specialist I
Under the general direction of the Multifamily Grant Management Section Chief (Supervisor II) of the Multifamily Grant Management (MGM) Branch of the Division of State Financial Assistance, the Housing and Community Development Specialist II is responsible for conducting high-level complex research, collection and analysis of programmatic and housing data and development of program policy recommendations, regulations, program guidelines, including developing processes and procedure for monitoring state-funded grant programs, with a concentration on the Homekey program.
The MGM Branch is primarily responsible for the fiscal and contract management of state funded multifamily grant programs including disbursing and verifying the use of funds per eligible activities, monitoring and clearing of standard agreement conditions, clearing performance milestones such as construction completion and occupancy, enforcement of appropriate affordability restrictions, monitoring of grantee reporting requirements, maintaining contract files and providing technical assistance to grantees to ensure programmatic and statutory requirements and timelines are met.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. This is subject to change if HCD's criteria is met.
