About this Role: 

Under under general direction of Policy & Operations Support Section Chief in the Deputy Director's Office, the Supervisor I directs, and reviews the work of a small highly-skilled policy staff, while planning, organizing, staffing, directing, and controlling the activities within the Policy Unit. The policy staff research, analyze, and prepare written and fiscal analyses of proposed policies affecting the financing of providers and health plans under the Medi-Cal program, including but not limited to, state and federal legislation, regulations, state plan amendments, budget changes, estimate changes, waiver requests, preprints, and other guidance. The policy staff monitor, evaluate, and support the ongoing implementation of high-profile policy initiatives by the HCF operating divisions. The policy staff support the assignment, tracking, and review of policy and fiscal analysis deliverables across all HCF operating divisions.

The Supervisor I develops a deep understanding of the assigned policy area, including fiscal, programmatic, and legal-regulatory considerations. Strong writing, quantitative, organizational and communication skills are essential for this role.

Statement of Qualifications Requirement Section:

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. 

The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ. 

The SOQ must be typewritten on letter-sized paper (8.5" x 11") and submitted as a Microsoft Word or Adobe PDF file.?Responses must use no smaller than a 12-point font, single-spaced and be no more than two (2) pages in length. Additional pages will not be reviewed.? Each page must be identified by full name in the top right corner. Responses must be complete, specific, clear, and concise. 

Questions 

  1. What skills, qualifications, and experience make you an ideal candidate for this role, and why does this role specifically interest you?
  2. Describe a specific experience where you developed a quantitative policy analysis (such as a fiscal impact model, cost-benefit analysis, or economic forecast) and communicated the findings of this analysis (such as in a report or presentation). Describe the techniques and methodologies you used.  
  3. Describe a specific leadership experience where you managed a new project, improved program operations, and/or developed a new team. Include specific examples of your leadership methods, how you engaged with team members or external stakeholders, and project outcomes.
