About this Role:
The Provider Rates Division is responsible for developing and administering Medi-Cal health care financing policies for outpatient and long-term care providers. Under the general direction of the Division Chief (DC), the Branch Chief (BC), organizes, directs, and reviews the work of two units responsible for health care-related financial analysis, policy development, and program operations. The BC assumes full management and supervisory responsibility in charge of staff, Branch assignments, and day-to-day operations.
The BC advises the DC on complex and sensitive financing policy issues and represents the division to internal and external stakeholders. The BC is responsible for the timely completion and accuracy of major division activities including, but not limited to:
Setting and maintaining Medi-Cal reimbursement rates in accordance with existing methodologies, laws, and regulations; developing new and/or revised Medi-Cal financing policies and reimbursement methodologies that economically and efficiently advance health care access, quality, and equity in response to departmental priorities and changes in applicable laws and regulations; obtaining federal approval for changes in Medi-Cal financing policies through the State Plan Amendment process and performing ongoing federally required compliance and access monitoring activities; operating provider fee and supplemental reimbursement programs; analyzing the impact of changes in health care policies, laws and regulations, and developing recommendations for Executives. The scope of analysis includes financial, access, quality, and equity impacts for both the Medi-Cal program and the broader California health care economy; responding to provider inquiries regarding Medi-Cal financing policies and reimbursement methodologies and representing the division in meetings with external stakeholders; coordinating policy development and program implementation with internal stakeholders.
