About this Role:
The Budget Officer is responsible for planning, organizing, and directing the work of approximately 21 employees in the preparation, analysis, implementation, and maintenance of the Department's budget. The Budget Officer serves as a fiscal advisor to the director and executive staff and acts as a liaison with the Department of Finance (DOF), Health and Human Services Agency, Legislative Analyst's Office, and Legislative Budget staff.


This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming this position, annually by April 1st, and when leaving this position.

Working Conditions

The incumbent will work in a professional work environment with an opportunity to telework. The DHCS headquarters is located in historic Midtown Sacramento across from the state capitol building. The location is conveniently located near plenty of access to public transportation/parking making it easy to work downtown.

The Fiscal Program’s Financial Management Division (FMD) works to accomplish DHCS’s mission through fiscal integrity, transparency and accountability of approximately $166 billion annually. This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Ability to plan, organize, and direct the preparation, modification, and administration of the Department budget.
  • Strong customer service skills including flexibility, and good communication skills including both written and verbal.
  • Strong organizational skills to manage all aspects of budget development including developing and reviewing budget documents, drafting and coordinating responses to inquiries, and ensuring timely follow-up to requests.
  • Strong time management skills to ensure the Department meets required timelines.
  • Understanding of budget and accounting principles to respond to daily requests for information from internal and external stakeholders.

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

All commute expenses to the reporting location will be the responsibility of the selected candidate.
