The New Mexico Department of Finance and Administration (DFA) is the state's central fiscal agency, responsible for oversight of state and local government financial operations. The Local Government Division (LGD) provides financial oversight, technical assistance, and grant administration to New Mexico's local governments, including municipalities, counties, school districts, and tribal entities. LGD's Budget and Finance Bureau (BFB) ensures local governments comply with state budget and financial reporting requirements.

This position exists to provide direct financial oversight and technical assistance to New Mexico local governments in support of budget compliance, financial reporting, and fiscal accountability. The analyst carries an assigned caseload of special districts, ensuring each entity meets statutory requirements under state law and supporting DFA's mission of responsible stewardship of public funds.How does it get done?
This position supports New Mexico's special districts a diverse class of single-purpose local governments authorized by state statute to deliver targeted public services such as water and wastewater, fire protection, solid waste, vector control, and land conservation. Special districts vary widely in size, revenue structure, and administrative capacity, and many serve small or rural communities. The analyst will work directly with district staff and governing boards to support budget development, fiscal reporting, and compliance with applicable state requirements. The analyst provides technical assistance to local government officials on budget preparation, amendment processes, and fiscal management; monitors financial data for accuracy and completeness; identifies compliance deficiencies and works with entities to develop corrective action; and coordinates with other LGD bureaus and DFA divisions as needed.Who are the customers?
This position serves an assigned caseload of special districts, and the general public who depends on fiscally sound local governance. Internally, the position supports LGD leadership, DFA, and the Legislature.Ideal Candidate
The ideal candidate has a strong foundation in governmental accounting, public finance, or budget analysis, with experience interpreting and applying state or federal fiscal regulations. They are detail-oriented and comfortable managing a caseload of multiple entities simultaneously while meeting deadlines. Strong written and verbal communication skills are essential, as the analyst regularly advises local government officials on complex compliance matters. The ideal candidate is self-directed, exercises sound professional judgment, and can balance a collaborative approach with the ability to deliver clear guidance and corrective direction when needed. Experience working with or for New Mexico local governments is a plus.Minimum Qualification
Associate degree in accounting, economics, finance, business administration, or related field and two (2) years of directly related experience in budgeting, accounting, auditing, statistical analysis or similar experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.Employment Requirements

Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer and telephone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required.Supplemental Information
