The New Mexico Department of Finance & Administration, Infrastructure Planning & Development Division (IPDD), Federal Grants Bureau is dedicated to strengthening the capacity of state agencies, local governments, and tribes to successfully acquire, manage, and steward federal resources by providing comprehensive technical assistance, lifecycle grants management support, standardized tools, guidance and proactive communication. Through collaboration with state agencies, the legislative and judicial branches, and local public bodies, the Federal Grants Bureau helps maximize the impact of federal resources in New Mexico's infrastructure and community development initiatives.
Why does the job exist?
This position is responsible for providing technical assistance, training and support to state agencies, local governments, tribal entities, grant writers, and other stakeholders to help them acquire and manage federal grants. The analyst will play a key role in delivering training, developing resources, and offering direct support to ensure that applicants can successfully acquire and manage federal grant programs via large group face-to-face training, virtual training and one-to-one technical assistance.How does it get done?
The purpose of this position is to strengthen New Mexico's capacity to acquire, manage, and report on federal grants by providing training, technical assistance, and practical tools to state agencies, local public bodies and tribes across the full grant lifecycle from pre-award planning and application development through award management, monitoring, and closeout.Job Duties:
Plan, design, and deliver trainings (virtual and in-person) on federal grant acquisition, compliance, reporting, and closeout for state agencies and local public bodies.
Develop and maintain user-friendly materials such as checklists, templates, SOPs, guidance documents, slide decks, and e-learning modules covering the full grant lifecycle.
Provide technical assistance to agencies and local entities on grant strategy, eligibility, application development, budgeting, performance measures, and closeout requirements.
Support implementation of bureau technical assistance processes, including intake, tracking, and follow-up, to ensure consistent and timely customer service.
Contribute to statewide grants management toolkits and public-facing resources, including risk assessment tools, monitoring checklists, and application review forms.

The customers of the Federal Grants Bureau include a broad range of entities that rely on federal funding to support infrastructure, public services, and community development initiatives across the state. These customers include state agencies, local governments and tribes.Ideal Candidate
The ideal candidate brings experience in federal grant acquisition and/or management across the full lifecycle (pre-award and post-award), including familiarity with federal regulations (e.g., 2 CFR 200) and common grantor requirements. They have provided training or technical assistance to adult learners in large, hybrid, and remote settings and have developed guidance materials, SOPs, or templates related to grants or finance. Experience with data tracking and reporting using Excel, Smartsheet, or similar tools, as well as experience working with state agencies, local public bodies, or tribal governments, is highly desirable.They possess a solid understanding of core grant lifecycle concepts, opportunity scans, application development, award setup, budgeting, reporting, monitoring, and closeout and have strong written and verbal communication skills, including the ability to translate technical information into clear, practical guidance.
The ideal candidate is comfortable facilitating trainings, meetings, and technical assistance sessions; can analyze federal guidance to identify requirements and recommend practical solutions; and is able to manage multiple projects and deadlines while maintaining attention to detail. They work effectively and collaboratively with diverse internal and external partners and consistently provide excellent customer service.
Minimum Qualification
Bachelor's degree and three (3) years of relevant experience as it relates to the essential duties of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.Employment Requirements

Working Conditions
