JOB SUMMARY
This position is located in the Central Detention Facility (CDF) or the Correctional Treatment Facility (CTF), located at 1901 D Street, SE Washington, DC. This position is located in the Department of Corrections Office of the Deputy Director of Operations. The DOC provides public safety by ensuring the safety, secure, and humane confinement of pretrial detainees and sentenced inmates. DOC operates in part as municipal jail system, which is responsible for the care and custody of pretrial detainees and sentenced misdemeanants.
The incumbent will provide objectively based information for making decisions on the administrative and programmatic aspects of DOC operations and management.
DUTIES AND RESPONSIBILITIES
The incumbent works under the administrative direction of the Deputy Director of Operations. The incumbent performs the supervisory, administrative, and technical aspects of the work. Incumbent utilizes the full range of supervisory responsibilities, technical methods, and tools in administering the program analysis function. Plans, organizes, develops, and implements a comprehensive program analysis for organizational programs in DOC. Advises on changes of organizational structure, policies, and systems of major mission-oriented programs.
Defines and describes issues, using analytical abilities to develop program options, and advises the Deputy Director for Operations of potential impacts and alternatives. Serves as primary advisor on program development issues, performs a variety of special assignments, and identifies and defines issues for exploration. Gathers information, identifies, and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations of restrictive housing.
QUALIFICATIONS AND EDUCATION
Specialized Experience: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment
The work is typically performed in a correctional facility which is adequately heated, lighted, and ventilated however, the incumbent is expected to patrol/monitor the exterior of the building which involves walking outside and being exposed to any weather conditions.

Tour of Duty: Monday- Friday 8:15 a.m. to 4:45 p.m.

Duration of Appointment: Management Supervisory Service (MSS): Management Supervisory Service (MSS): At-will.
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining: This position is not covered under a collective bargaining agreement.
Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.
TB Test is required prior to entry on duty.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
