The Program Manager of IDD Community Support Services works under the leadership of the Chief Integration Officer and within federal, states, and local guidelines. This position oversees the performance of the IDD Community Support Program, which provides community integration and support services to individuals with intellectual and developmental disabilities (IDD) who receive services through the General Revenue (GR) and Preadmission Screening and Resident Review (PASRR) program. These services include Employment Assistance, Supported Employment, Community Support, Respite, Day Habilitation, and Vocational Training services. This position works with community partners like day habilitations to ensure that they are adhering to contract stipulations.

Education, Training, and Experience

  • High school diploma or equivalent required.
  • Bachelor's degree in a human services or related field preferred.
  • At least one year of supervisory experience preferred.
  • At least one year of experience with the IDD population strongly preferred.

Registration, Certification, Licensure, and Other Qualifications

  • Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
  • Must possess and maintain a valid driver's license and automobile insurance.
  • Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
  • Successful completion of all position-specific training within thirty (30) days of employment and ongoing compliance with annual training requirements is required.

Knowledge, Skills, and Abilities

  • Knowledge of local, state, and federal laws related to IDD services.
  • Knowledge of and familiarity with Texas Administrative Code.
  • Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software.
  • Ability to build strong working relationships with community partners.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to assess clients' needs; to coordinate clients' services; to monitor program effectiveness; to communicate effectively; and to plan, assign, and/or supervise the work of others.
  • Ability to display regular and reliable (in-person, if required) attendance.
  • Understanding and practice of Trauma Informed Care principles.

Essential Duties

The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.

  1. Ensure compliance with all contract requirements and Center policy.

o Ensure services are being provided in accordance with each individuals Person Directed Plan (PDP) or Habilitation Service Plan (HSP).

o Serves as the Center's liaison with contracted Day Habilitation and Vocational Training programs to ensure that contract requirements are met.

  1. Ensures compliance with the HHSC Performance Contract and the Data Verification Manual.
  2. Communicates all program needs and risk related issues to the LIDDA to the Chief Integration Officer.
  3. Keeps the Chief Integration Officer abreast on issues/situations as they occur.
  4. Ensures submission of timely and accurate data.
  5. Provides crisis intervention with minimal supervision.
  6. Develop, implement, and monitor systems and procedures for maintaining high standards, uniformity and consistency in the quality of work performed by staff.
  7. Step in to assist with vacant caseloads as needed.
  8. Positions are posted and filled in compliance with Center procedures and timelines.
  9. Performance Evaluations must be completed within required timeframes and provide accurate depiction on employee's performance and outline goals for improvement if needed.
  10. Ensures employees comply with education and training requirements, 100% compliance.
    1. All subordinates staff are current in all trainings.
  11. All performance and/or attendance issues are addressed immediately.
  12. Participates in the Center's Zero Suicide Initiative.
    • Ensuring all documentation is completed and entered timely for accurate reporting and billing.
    • Able to solve problems independently to deescalate or resolve crisis situations.
    • Supervisor will provide individual written supervision to the staff supervised by the position, as needed. Supervision will provide guidance for outstanding needs of staff and contractors. (i.e. Review documentation for accuracy and content or provide input) Supervisor will effectively communicate with staff the information that is needed for supervisors to effectively manage their teams and programs.
    • Positions are posted and filled in a timely manner.
    • Any staff having difficulties in performing their duties are receiving adequate supervision.
    • Ensures that employees are trained to perform their jobs and that various requirements of the position are communicated to the employee.
    • Supervisor will address performance issues and ensure that the staff is operating within acceptable Center guidelines.

o Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.

o Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of the crisis situation.

o Participates in debriefing sessions with the immediate supervisor or designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies are followed.
