SUMMARY:
Integral part of the financial operations of the school district by overseeing day-to-day business affairs to include assisting in budget development and oversight; budget maintenance including the monitoring and documentation of all incoming revenue and outgoing expenses; monitoring of salary and benefit expenses; assisting the Director of Finance & Operations and the Superintendent of Schools in collective bargaining preparation; and providing leadership and supervision of all finance related departments including accounts payable/receivable, payroll, benefits and cash management.

 

Licensed as a Certified Public Accountant desirable, or enrolled in a program.

 

COMPENSATION: $92,000 - $100,000 annually, commensurate with experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Under the direct supervision of the Director of Finance & Operations and in collaboration with the Director of Human Resources, assist in the oversight of the daily operation of the business office including Payroll, Benefits, Accounts Payable and Business Affairs.
  • Assist the Director of Finance & Operations and the Director of Human Resources in the evaluation of the business office personnel including Payroll, Benefits, Accounts Payable and Business Affairs.
  • Act as backup for Payroll, Benefits, Accounts Payable and Business Affairs.
  • Work with the Treasurer to establish cash handling and accounts receivable procedures.
  • Maintain confidentiality and effective working relationships with employees, staff and vendors.
  • Maintain working knowledge of all collective bargaining agreements and individual employment contracts as they apply to payroll, benefits and reimbursements.
  • Assist the Superintendent and Assistant Superintendent in preparing for collective bargaining.
  • Supervise and/or prepare the recording of district financial transactions through journal entries, ledgers, warrants, and other records.
  • Maintain a complete and systematic chart of accounts for all funds to record all financial transactions of the District.
  • Assist with the development, monitoring and reporting of the annual school department operating and capital budgets.
  • Review purchase requisitions for accuracy, completeness, available funding, and appropriate account(s).
  • Coordinate the reconciliation and reporting of grants, revolving funds, special revenue funds, revenue, expenditures, and encumbrances.
  • Act as the Liaison between District Grant Managers and DESE in utilizing GEM$ to submit all required grant financial reports and requests for funds.
  • Assist the Director of Finance & Operations with the end-of-year Department of Elementary and Secondary Education financial reports and annual audit by preparing necessary schedules and providing supporting documentation.
    Manage and review Student Activity Accounts to be compliant with state laws and School Committee policies.
  • Process workers' compensation, unemployment, and other insurance claims.
    Serve as primary point of contact for all audits including, but not limited to, Federal, State and General Financial audits; End-of-Year Report audit; Workers' Compensation audit; grant audits; and MSBA audits.
  • Assist in training of staff using the Infinite Visions financial accounting system.
    Performs other duties as assigned by the Superintendent,  Assistant Superintendent and Director of Finance & Operations


QUALIFICATIONS:

  • Bachelor's Degree in Business Administration, Accounting, Finance, Management, or other related field from an accredited college or university required; Master's Degree highly desirable.
  • A minimum of five (5) years of experience in accounting or finance with a minimum of two (2) years of experience in a Massachusetts Public School District or Municipality.
  • Licensed as a Certified Public Account, or enrolled in a program is desirable.
  • Demonstrated knowledge of relevant local, state, and federal laws and regulations related to school district financial operations.
  • Advanced knowledge of spreadsheets including Microsoft Excel and Google Sheets.
    Considerable knowledge of municipal computer finance applications (Infinite Visions or MUNIS) preferred.
  • Citizenship, residency or work visa required.
