JOB SUMMARY
With limited supervision from the Security Director and the Anchorage Animal Care and Control Shelter Manager, the employee oversees enforcement operations. Employee manages all assigned enforcement staff and ensures enforcement operations meet contract requirements. Ensures safety guidelines and procedures are followed in enforcement operations.
This is a full-time position Monday - Friday, with evening and weekend availability required, as needed.
Required Qualifications

WORKING ENVIRONMENT
The employee will be required to work in a variety of environments including, but not limited to indoor/office - customer service and kennel area (noisy, odorous environment) and outdoor - subject to adverse weather conditions.
PHYSICAL DEMANDS
Maintain a degree of physical capability and agility which may involve quickly entering and exiting vehicles; running, lifting, carrying and dragging heavy objects; climbing over and pulling oneself over obstacles; jumping down from elevated surfaces; climbing through openings, jumping over obstacles; crawling in confined areas; balancing on uneven or narrow surfaces; walking or standing for long periods; and operation of a motor vehicle. Employee must be able to lift 50 pounds. Applicant will be required to successfully complete a post-offer, pre-hire physical and Functional Capacity Exam.

Required Qualifications
- High school diploma or equivalent
- Able to proficiently speak, read, understand and write English
- Minimum of 21 years of age
- Oleoresin Capsicum (pepper spray) certified (or ability to obtain upon hire)
- Valid Alaska driver’s license with a clean driving record (No DWI/DUI, Suspensions, Revocations, or multiple moving violations during the last 5 years)
- One year experience as an Animal Care and Control Officer
- Two years’ experience as a Code or Law Enforcement Officer
- Two years’ supervision/management experience

- Two years’ experience as an Animal Care & Control Officer (ACO)
- Two years’ experience in animal control/enforcement leadership position
- Completed multiple levels of professional Animal Control Officer training to include basic and advanced courses, including animal cruelty investigation training
- Proficient with Microsoft Office Suite
- Directly supervise or oversee all enforcement staff including Sergeant, Animal Control Officers (ACOs), Dispatchers, and Administrative Officer
- Monitor work progress, caseloads, performance and program direction and goals of self and all subordinate employees
- Ensure that all personnel are treated fairly, and that consideration is given to their personal needs, in accordance with the DUS Code of Conduct & Ethics
- Respond to and investigate complex calls for service to be assigned by the Shelter Manager.
- Review and recommend animal classifications and referrals regarding cruelty cases to the Shelter Manager
- Investigate or oversee public inquiries or requests regarding enforcement matters
- Provide information to the Shelter Manager for requests from the Municipality of Anchorage
- Work with and appear at hearings and meetings with community groups as directed by the Shelter Manager
- Prepare and submit assigned employee performance evaluations, investigate, and recommend awards and discipline for all enforcement personnel
- Prepare or oversee required enforcement activity reports, including monthly reporting programs.
- Ensure all vehicles and equipment are properly used and maintained
- Participate and complete regular or specialized training to improve job skills, knowledge, and performance
- Investigate complaints on violations of Municipal Code Title 17
- Impound and issue citations to animals in accordance with Municipal Code Title 17
- Pursue, capture and control aggressive and dangerous animals using safety equipment and special techniques
- Respond to injured domestic animal assistance
- Maintain record of daily activity and prepare reports as required
- Educate the public on animal control ordinances including licensing and rabies requirements, and animal welfare
- Provide relief for radio dispatching
- Prepare cases for administrative hearings and court and testify when necessary
- Respond to request for assistance from other agencies in accordance with established service priorities
- Handle all animals humanely, properly, and with compassion at all times, including those that may be sick, injured, or feral, regardless of situation or circumstance
- Maintain healthy, safe, sanitary, pleasant and clean facilities for all animals housed at AACCC using cleaners and disinfectants with chemical agents per MSDS guidelines
- Provide information to the public, promote good animal care and responsible pet ownership
- Follow established procedures governing safe work practices including, but not limited to, wearing protective equipment when necessary; perform duties in a manner which assures the safety of oneself and others; and attend all designated training sessions
- Maintain equipment in compliance with industry standards
- Participate in regular or special training to upgrade or improve job skills, knowledge, performance or professionalism
- Always treat animals and people with respect; contribute to effective teamwork; work cooperatively with and assist other staff and volunteers; and advance public relations beneficial to AACCC
- Act as a liaison between local and state enforcement agencies for Animal Cruelty investigations
- Assist other departments of Anchorage Animal Care and Control
- Ability to work in a constant state of alertness in a safe manner
- The captain is expected to handle any additional duties that are assigned to them
