JOB SUMMARY/PURPOSE
The Sr. Manager, Security & System Resiliency is a senior leadership role responsible for protecting Delta Utilities’ people, facilities, and operational continuity. This position establishes and governs enterprise physical security standards while also leading the organization’s business continuity, disaster recovery, and resilience programs.
This role ensures Delta Utilities can prevent, respond to, and recover from physical/cyber threats, natural disasters, and operational disruptions. The Sr. Manager will lead physical security technology deployments (video management, access control), manage contract guard services, design and execute business continuity and incident response exercises in coordination with corporate, field, and operational teams.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
- Define and maintain enterprise physical security policies, standards, and procedures across all facilities and operational sites.
- Lead selection, deployment, and lifecycle management of video surveillance systems, access control platforms, and monitoring solutions.
- Establish physical security design standards for new facilities, field sites, and critical infrastructure locations.
- Conduct enterprise-wide physical security risk assessments and vulnerability reviews.
- Develop and maintain security incident reporting, investigation, and escalation procedures.
- Partner with IT and Cybersecurity teams to align physical and logical security controls.
- Stand up and govern the enterprise Business Continuity Management (BCM) program.
- Develop and maintain Business Impact Analyses (BIA) across critical business and operational functions.
- Stand up and govern the enterprise Business Continuity Management (BCM) program.
- Develop and maintain Business Impact Analyses (BIA) across critical business and operational functions.
- Establish and maintain Business Continuity Plans (BCP) and coordinate alignment with IT Disaster Recovery (DR) planning.
- Implement integrated crisis management frameworks and escalation protocols to ensure consistent enterprise response to events and incidents.
- Develop recovery playbooks aligned with regulatory and operational requirements.
- Design and execute tabletop exercises, functional exercises, and full-scale incident simulations.
- Coordinate cross-functional participation in drills involving operations, IT, OT, executive leadership, and external partners.
- Lead post-exercise reviews and corrective action planning.
- Serve as enterprise coordinator during significant physical or operational incidents.
- Maintain relationships with local, state, and federal emergency management and law enforcement agencies.
- Manage contract guard services, including performance standards, SLAs, training expectations, and cost oversight.
- Oversee third-party security integrators and technology vendors.
- Conduct quarterly performance reviews and ensure continuous improvement.
- Ensure compliance with applicable regulatory requirements (e.g., TSA Pipeline Security Guidelines, state emergency management requirements).
- Support insurance, regulatory, and internal audit reviews related to physical security and continuity.
- Maintain documentation and evidence supporting resiliency and preparedness programs.
- Partner with Operations, Cybersecurity, IT, Facilities, and Executive Leadership to ensure integrated resilience planning.
- Provide executive-level reporting on security posture, risks, and continuity readiness.
- Build awareness and training programs to improve employee preparedness and incident response maturity.
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor’s degree in Security Management, Emergency Management, Business, Criminal Justice, or related field required.
- Preferred: A master’s degree in Business Administration (MBA), Emergency Management, Homeland Security, or a related discipline.
Minimum experience required of the position
- 10 years of experience in physical security, emergency management, or resilience leadership, with at least 5 years in a senior management role.
- Preferred: experience in regulated, industrial, energy, or critical infrastructure environments.
Minimum knowledge, skills and abilities preferred of the position
- Strong expertise in physical security technologies (VMS, access control, monitoring platforms).
- Experience establishing and managing Business Continuity and Emergency Management programs.
- Deep understanding of crisis management frameworks and incident command principles.
- Ability to conduct enterprise risk assessments and resilience planning.
- Strong leadership and executive communication skills.
- Experience managing external vendors and guard services.
- Practical understanding of coordination between physical security, IT, OT, and cybersecurity functions.
- Preferred:
- Ability to stand up a BCM program from early-stage maturity.
- Familiarity with IT Disaster Recovery planning and cross-domain resilience coordination.
- Familiarity with leading multi-agency or large-scale emergency exercises.

Physical Requirements
- Able to operate a personal computer, either desktop or laptop.
- Able to sit for extended periods of time.
- Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
- Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
