The PA State Director promotes community support for people with developmental and intellectual disabilities and their families by overseeing statewide service delivery. This includes supervising Regional and Associate Directors and other personnel who provide the necessary support to manage the day-to-day operations of the PA Community Living Division. The state director is responsible for the development and management of program efficiency, service delivery, financial success, and individual and family success in the community. In conjunction with leadership, the state director designs, implements, and evaluates service delivery and continuous process improvement utilizing strategic planning and identified programmatic goals. A key element of this position is the responsibility to oversee multiple locations while maintaining the highest standards of quality. In partnership with other leaders in the organization, creates opportunities to demonstrate long-lasting, impactful, and positive outcomes for the work-life satisfaction of staff. This role is headquartered in Warminster and will maintain a consistent presence there for administrative, supervisory, and operational responsibilities. The role includes an on call component. The employee will be expected to remain available for urgent needs, staffing issues, and program matters that arise outside standard business hours The position also requires one day each week in Blue Bell for scheduled meetings, coordination, and program oversight. The remainder of the workweek is spent in the field visiting homes, conducting site reviews, supporting staff, and ensuring program compliance across assigned locations.

- Develop innovative, high-quality support initiatives in keeping with regulations and guidelines.
- Contribute to the creation and success of the Community Living strategic plan, including planning for program growth, process stabilization, and overtime reduction.
- Work closely with the management team in all aspects of program management, service delivery, program implementation, staffing issues, staff development, and community support.
- Ensure that all sites and services are in compliance with contracts and reporting requirements, and help develop and monitor measurable outcomes.
- Lead and make recommendations for ways to improve the coordination and integration of programs.
- Maximize the development and implementation of plans to improve culture, elevate the quality of engagements with outside organizations, advance the mission and values of Delta, and ensure Delta is an employer of choice.
- Oversee the selection, assignment, direction, support, empowerment, and overall performance of Community Living (CL) and Day Program staff.
- Ensure the full capacity and optimization of programmatic resources.
- Monitor the development and implementation of high-quality Individual Support Plans (ISPs).
- Monitor the quality and quantity of supports provided through direct observation, verbal and written reports, and various assessment procedures.
- Monitor compliance with Delta, state, and accreditation agency policies and procedures.
- Maintain productive communications with support coordinators, consultants, psychiatrists, and healthcare professionals.
- Promote and ensure effective interdepartmental communication and cooperation.
- Participate in budget planning and monitor the expenditure of company funds, as well as funds entrusted to the company by individuals.
- Ensure the preventative maintenance and repair of regional properties and equipment in coordination with the Facilities Department.
- Interpret the operations of the company to other agencies, local and state officials, the general public, potential customers, and other interested parties.
- Develop and execute implementation plans and processes to comply with new regulations or requirements.
- Lead the development of processes to ensure all compliance standards are met.
- Deliver messages aligned with the Delta brand.
- Collaborate on the development of marketing plans, which may include service improvements in the assigned departmental area, service promotion, and targeted audience messaging.
- Monitor trends and remain current on regulatory requirements and service delivery best practices.
- Cooperate with the company and regulatory agencies regarding personnel during any inspection or investigation.
- Represent Delta in professional associations and state agencies as appropriate.
- Build and maintain effective, collaborative relationships with other professionals both internally and externally.
- Oversee and report on the department's strategic plan, programmatic goals, and key performance indicators (KPIs).
- Promote and demonstrate ethical and professional conduct at all times, and ensure employees conduct themselves appropriately.
- Participate in Delta’s Risk Management Program, addressing the health and safety of both the employees and the individuals served.
- Participate in agency meetings and initiatives that pertain to Community Living, such as Risk Management, Human Rights Committee, Administrative Review, Budget, HR Roundtable, and Daily Check-in meetings.
- Oversee the development of increased performance-based contracting levels from primary to select to clinical levels.
Position Qualifications
- Degree in a social service field, management, or public administration preferred.
- Valid driver’s license in the state of residence.
- In lieu of education, experience may be considered such as Eight (8) years of experience in providing community-based supports, including four (4) years in a management capacity.
Salary : $130,000 - $140,000
