Position Summary

The Client Funds and Authorization Specialist at our Langhorne Community Center plays a vital role in ensuring the financial well-being and integrity of the individuals we serve. This position is primarily responsible for managing, reviewing, and reconciling client personal fund ledgers, tracking unit authorizations, making requests to add, update and change authorizations and ensuring full compliance with state regulations, organizational policies, and audit standards.

Principal Duties and Responsibilities


  • Ledger Management: Maintain accurate, up-to-date, and detailed financial ledgers for individual client funds across assigned programs.
  • Transaction Audit & Reconciliation: Track, record, and reconcile routine client receipts, disbursements, bank statements, and petty cash logs on a regular basis.
  • Compliance & Audit Readiness: Ensure all financial records adhere to ODP (Office of Developmental Programs) guidelines, Social Security Administration standards, and internal Delta policies to ensure total audit readiness.
  • Benefit & Account Management: Assist with managing client bank accounts, representative payee documentation, and reporting to ensure benefits remain active and properly allocated.
  • Internal Coordination: Work closely with Direct Support Professionals (DSPs), Program Managers, and local administrative staff to clarify expense receipts, coordinate fund disbursements, and resolve discrepancies promptly.
  • Financial Reporting: Prepare regular summary reports regarding account balances, spending trends, and ledger variances for management review.
  • Monitor and track client authorizations for services in the day program. Request updates to ISPs for clients who need changes to their annual authorization bank to ensure accurate and complete billing for all services for each client in our care.
  • Work directly with County Service Coordinators to request changes and communicate regularly with Revenue Cycle Manager to ensure units are correct and up to date in every client’s plan.


Requirements

  • Integrity & Confidentiality: Demonstrated high ethical standards when handling sensitive financial data and personal client information.
  • Attention to Detail: Excellent organizational skills, strong mathematical aptitude, and high accuracy in ledger tracking.
  • Communication: Clear verbal and written communication skills to collaborate effectively with program managers, direct support staff, and administrative teams.
  • Clearances: Ability to pass required state background checks, child abuse clearances, and drug screenings as mandated for human service providers.

Position Qualifications

  • Education: High School Diploma or equivalent required; Associate’s degree in Accounting, Finance, or Business Administration preferred.
  • Experience: Minimum of 2–3 years in bookkeeping, basic accounting, or financial record-keeping. Prior experience managing client funds or Representative Payee accounts within human services or developmental disability programs is strongly preferred.
  • Technical Skills: Strong proficiency in Microsoft Excel and specialized accounting or electronic client record systems.
