The Contingent Workforce Lead is responsible for managing the end-to-end lifecycle of contract and temporary labor across the organization. This role partners closely with hiring managers, procurement, and staffing vendors to ensure efficient delivery of high-quality talent while maintaining cost control, compliance, and process consistency. The ideal candidate brings strong vendor management experience, rate negotiation expertise, and the ability to operate in a fast-paced, highly regulated energy/utilities environment.

The Contingent Workforce Lead is responsible for managing the end-to-end lifecycle of contract and temporary labor across the organization. This role partners closely with hiring managers, procurement, and staffing vendors to ensure efficient delivery of high-quality talent while maintaining cost control, compliance, and process consistency. Responsibilities
- Oversee the full lifecycle of contingent hiring, including requisition intake, sourcing strategy, vendor engagement, and onboarding coordination
- Partner with hiring managers to understand workforce needs and align on job requirements, timelines, and delivery expectations
- Set up and facilitate intake calls with hiring managers to clarify role scope, required skills, and success criteria
- Develop, issue, and manage RFQs to staffing vendors
- Ensure RFQs are clear, competitive, and aligned with business requirements and budget constraints
- Evaluate vendor submissions for quality, compliance, and cost-effectiveness
- Lead rate negotiations with staffing vendors to ensure competitive and market-aligned pricing
- Establish rate cards and provide guidance to hiring managers on market trends and pay ranges
- Monitor spend and identify opportunities for cost savings and process efficiencies
- Serve as the primary point of contact for staffing vendors
- Build and maintain strong vendor relationships to ensure consistent delivery and performance
- Track vendor performance metrics (time-to-fill, candidate quality, submittal-to-hire ratios, etc.) and hold vendors accountable
- Ensure all contingent hiring activity complies with internal policies, contracts, and regulatory requirements typical in the energy/utilities sector
- Maintain documentation and audit readiness for contingent workforce processes
- Partner with procurement and legal teams on contract terms, SOWs, and vendor agreements
- Provide regular updates to internal stakeholders on hiring progress, vendor performance, and workforce trends
- Develop and maintain reporting dashboards related to contingent labor usage, spend, and performance
- Act as a trusted advisor to business leaders on contingent workforce strategy
- Bachelor’s degree in Business, HR, Supply Chain, or related field (or equivalent experience)
- 5 years of experience in contingent workforce management, staffing, procurement, or vendor management
- Experience working within or supporting energy, utilities, or other highly regulated industries preferred
- Strong experience with rate negotiation and vendor contract management
- Proven ability to manage multiple vendors and requisitions simultaneously
- Familiarity with VMS tools (e.g., Fieldglass, Beeline, IQNavigator) is a plus
- Experience building or optimizing contingent workforce programs
- Knowledge of labor market trends within energy/utilities or engineering-focused roles
- Exposure to MSP programs and supplier governance models
