Position Summary
Delaware County Community College (DCCC), located outside of the Philadelphia Metro area, is looking for a talented, dynamic, and multi-functional Controller for the Office Finance & Administration to join our team of diverse higher education professionals who are committed to student success.
The Controller will provide oversight, guidance, and coordination for several areas of the College including general accounting, accounts payable, and fixed asset functions. This position will also be responsible for providing financial planning/management and disseminating financial reports, statements, and results, monitoring investment performance, and assisting with the external audit process. The Controller will lead and manage all day-to-day accounting, business operations and reporting for the college's operating budget, ensuring that policies, systems, and procedures are in place to support effective daily operations as well as proving a high level of customer service. This position has functional responsibility over accounting, accounts payable, cash management, general ledger, internal controls, and investment management. The Controller will work closely with college leaders and their staff, not only to educate them regarding finance and accounting procedures but also to explore how the finance function can support department and program success. The Controller will report to the Assistant Vice President for Finance and supervise assigned staff and participate in college-wide, divisional, or departmental meetings, events, and activities, as necessary.
Essential Functions
- Lead, supervise, train and mentor direct reports on the Finance team.
- Prepare and submit required PA Department of Education reports and any additional reporting requested by the state on or before the established deadline.
- Assist with the fixed assets of the College and coordinate the capitalization and depreciation processes.
- Assist with the annual budget process.
- Lead the monthly closing and fiscal year-end processes to ensure timely reporting of financial statements based on established deadlines.
- Serve as the primary contact of the annual audit and state reimbursement audits.
- Proactively review and approve accounting journal entries; prepare necessary adjusting and closing entries; monitor, prepare or approve all cash and investment transfers, monitor, prepare or approve all capital assets or the college, including asset control and depreciation.
- Collect sufficient, accurate and appropriate data for analysis and decision-making purposes.
- Manage daily activities of general accounting, financial reporting, and accounts payable
- Prepare preliminary financial statements, oversee preparation of audit work papers, supplementary information, notes, and prepare college's trial balance.
- Be proactive in establishing, documenting, and implementing procedures and internal controls and monitoring staff compliance with changes.
- Research and resolve problems that have escalated and properly communicated to executive leadership.
- Engage in continuous quality improvement through regular review of all existing processes to determine what changes are reasonable and required due to external changes.
- Ensure operational effectiveness/efficiency and monitor progress toward goals and objectives against established metrics.
- Maintain and promote a strong work ethic and adhere to all college standards.
- Clearly communicate, orally and in writing, financial policies, procedures, and concepts to accounting and non-accounting personnel and establish protocols to ensure compliance.
- Collaborate effectively with internal/external colleagues.
- Direct and supervise routine reviews of existing processes and timely interface of financial data in the ERP system with other administrative systems and fewer manual steps.
- Participate in interactive, on-site meetings during normal business hours and on a regular basis, regular on-site Finance department office hours.

Management Duties
- Assist with the formulation, implementation, and evaluation of the strategic management process for assigned functional areas ensuring progress toward short and long-term objectives through independent judgment and decision-making.
- Regularly direct the work of, schedule, and provide staff development opportunities and training to assigned staff.
- Perform and/or make recommendations for supervisory functions such as hiring, firing, performance evaluations, disciplinary counseling, salary recommendations, workload distribution, communication, recognition activities, and employee relations of assigned staff.
- Participate in the development of a departmental and/or functional area budget as part of the organization’s budget preparation process and operate within budget limitations.
The successful candidate must have the ability to adjust quickly and effectively to changing conditions and demands, recognizes opportunities, initiate actions to capitalize on them to make an impact, and possesses high attention to detail with a track record of producing work that is highly accurate. This individual must exhibit sound judgment about when to take action and when to seek guidance. Experience & Education
Qualified candidates will have a minimum of five-plus (5 ) years progressive financial management experience of accounting related activities in a professional setting; higher education, non-profit, or public accounting preferred; experience with grant administration, reporting, and compliance is preferred. A Bachelor’s degree from an accredited college or university in Accounting or Finance or a related field of study is required; or equivalent combination of education and related experience; master’s degree in accounting is preferred. Banner experience is preferred; CPA preferred.
