Qualifications
To qualify for an IT Business Program Support Analyst your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Duties
Help
- Serve as a Contracting Officer Representative (COR) providing timely, consistent, and comprehensive oversight of assigned information technology (IT) contracts (supplies and services).
- Monitor contract compliance with contract terms, conditions, and specifications
- Maintain a COR file system to record performance in all acquisition phases such as requirements development, pre-award activities, post contract administration, and termination/closure of IT contracts.
- Lead the development of supporting documentation such as SOWs, PWSs, and independent government cost estimates, as well as evaluation and performance criteria for IT hardware, software, and service acquisitions.
- Develops and oversees IT acquisition documents, sets performance criteria, and ensures full compliance with all DLA and DoW policies and procedures
- Perform cradle-to-grave monitoring and tracking of all acquisition requirements and ensure the integrity and accuracy of all data reporting
- Engage in a wide variety of analytical duties addressing procurement matters and provide analysis of information in appropriate format for briefing and distribution as required.
- Establish and maintain communication exchange with IT program managers/technical personnel and vendors.
- Provide proactive procurement advice and support to various DLA staff to ensure high quality, fiscally responsible, and legally correct procurement and contract actions.
