Qualifying Experience
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:Experience performing functions such as evaluating performance, assessing funding and manpower needs, setting organizational goals and approving work; or managing administrative and business services, including program analysis, facilities, human resources, and funding to support organizational objectives. Experience interpreting and applying strategic planning guidance from Office Secretary of Defense, Joint Service Committee, or Office of Management and Budget directives, managing civilian and contractor workforce adjustments, and representing senior leadership in conferences and discussions.
Education
There is no substitution of education for the qualifying experienceat the GG-15 grade level.

- Manages the division using three Branch Chiefs to plan work to be accomplished by employees.
- Participates in formal program reviews to determine status and works directly with engineering, testing, installation, financial, working groups, to ensure requirements for workforce milestones are in compliance with DoD policy and Instructions.
- Performs administrative and business management functions for the directorate’s information management mission. Ensures program functions accomplish directorate objectives to include program analysis, space, manpower, and personnel management.
- Monitors recruitment and staffing, position management and classification; compensation management; employee-management relations; employee benefits and services; and other related human resources matters.
- Advises the Director and Deputy Director on personnel issues. Based on an in-depth knowledge of the directorate's mission and personnel requirements, assures current staffing and compensation levels are adequate to meet the directorate's mission.

- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.

- Must obtain Acquisition certification in Program Management at the Advanced Functional Tier within 48 months of entry into position, IAW DoDI 5000.66, and achieve 80 hours of CLPs every 2 years IAW 4th Estate DACM Common Continuous Learning Cycle.

- A 3 year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
