About the Position: This position is located at Naval Air Station Patuxent River, Maryland.

Naval Air Station Patuxent River, also known as NAS Pax River, is a United States naval air station in St. Mary’s County, Maryland on the Chesapeake Bay near the mouth of the Patuxent River.
It is home to Headquarters, Naval Air Systems Command (NAVAIR), the U.S. Naval Test Pilot School, the Atlantic Test Range, Patuxent River Naval Air Museum, and serves as a center for test and evaluation and systems acquisition relating to naval aviation. The station also operates a small outlying field, NOLF Webster.

Responsibilities:
As a Management and Program Analyst (Healthcare Quality & Accreditation) you will:
  • Serves as the Program Manager for the MTF's comprehensive accreditation and continuous readiness programs for The Joint Commission (TJC) and other regulatory agencies.
  • Develops processes to assess and validate compliance checklists for all applicable TJC standards.
  • Interprets new, evolving, and often ambiguous external standards and develops local policy and implementation strategies to ensure compliance where no precedent exists.
  • Creates, analyzes, and provides accreditation compliance reports, executive summaries, and briefings to the executive staff.
  • Manages the organization’s preparation, record keeping, and report of significant findings related to patient care practices; presents findings and analyses to the Quality Council, Medical Executive Committee (MSEC) and Executive Committee.
  • Provides critical support to the Chief Medical Officer to ensure the organization is operated in strict compliance with DHA regulations.
  • Functions as integral member of the Quality and Safety team.
  • Provides expertise and works closely with other members of the Quality and Safety team.
  • Directs the collection, organization and analysis of data from all levels in the organization that are identified as actual or potential risk to verify the existence of a problem; determines the extent and probable causes so that appropriate action maybe planned.
  • Works with department chiefs to ensure clinical data required for TJC accreditation is collected,aggregated, and analyzed in accordance with standards.
  • Serves as the MTF's senior technical expert for the Performance Improvement (PI) program,responsible for driving a facility-wide culture of continuous improvement.
  • Develops policies and governance to standardize PI procedures and training across the command.
  • Provides oversight and direction of the organization’s performance improvement plan to include designing, implementing, supervising and adjusting the delivery of the organization’s performance improvement program.
  • Designs and executes complex effectiveness studies, requiring the innovative integration of clinical quality and utilization management data from disparate systems.
  • Performs other duties as assigned.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience:
One year of specialized experience which includes: (1) Accreditation and Continuous Readiness Program Management; (2) Organizational Performance Improvement (PI) Program Leadership (3) Healthcare Data Analysis and Program Evaluation; and (4) Team Leadership and Technical Guidance. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
