Summary

DCSA's Acquisitions and Technology (National Background Investigation Services (NBIS)) is looking for an experienced Information Technology Specialist (Application Software (PLCYPLN)). The Information Technology (IT) Specialist provides support, guidance and expertise in various Information Technology (IT) functions. Duties

Help

As a IT Specialist (PLCYPLN) you will be responsible for the following duties:

  • Manages information systems products for the National Background Information Systems, acting as a product owner for software, platform, and COTS implementations.
  • Serves as liaison between mission partners and technical teams and must understand the agency's mission and translate it into system requirements and product needs.
  • Responsibilities include shaping product strategies, refining business requirements, setting development priorities, coordinating software acquisition, and maintaining expertise in relevant business processes, federal mandates, and agency policies.
  • Guides the development team on system design and functionality, oversee quality control, and monitor software performance and user adoption for the development of product roadmaps, feature release plans, and preparing comprehensive documentation.

The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table.

  • Telework Eligibility: Supervisors may approve situational telework on a case-by-case, temporary basis for limited situations.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • In accordance with DoDD 8140.01/DoDI 8140.02, the position compliance requirement details are outlined in the Defense Cyber Workforce Annex.
  • Any Information Technology/Security certifications / education specified in the DCWF Annex as defined by DoD 8570.01-M/DoD 8140-M within six months of appointment date.
  • The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Practitioner certification in Program Management and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66.
  • Applicants that do not meet this requirement are eligible to be hired but must obtain a Program Management Practitioner certification within 5 years (60 months) after the first day of starting in the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized Experience For This Position Includes:

  • Experience as an Agile product owner, to include principles of user experience, management of product backlog, and use of tools (e.g. Confluence, Jira).
  • Experience in collaboration, to include ability to actively listen, provide and receive constructive, feedback; and conflict resolution.
  • Experience in communicating at all levels within the organization, with external organizations, with stakeholders, and with system users both government and public.
  • Experience in the design of software utilizing the software life cycle process, develops, deploys, updates, maintains, and tests software using methodologies and tools, designs to leverage software reusability and establishes and utilizes software engineering metrics.

  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Configuration Management: Knowledge of the principles and methods for planning or managing the implementation, update or integration of information systems components.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL

In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
