Basic Requirements:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
AND
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

As a Information Technology Specialist (PLCYPLN) you will be responsible for the following duties:
- Develop and execute the strategic roadmap for the Atlassian platform (JIRA, Confluence, etc.), establishing and enforcing governance policies to ensure alignment with enterprise goals.
- Serve as the primary liaison between business stakeholders and technical teams, translating complex business requirements into scalable, effective solutions within the JIRA ecosystem.
- Oversee all aspects of platform administration, including the architectural design of complex workflows, permission schemes, and project configurations to meet diverse operational needs.
- Drive platform efficiency and value by developing custom scripts for automation and managing API integrations to connect JIRA with other critical enterprise systems.
- Lead and mentor a team of JIRA support staff, fostering a culture of continuous improvement and overseeing user training and documentation.
- Optimize the platform to directly support and enhance core organizational methodologies, including the Software Development Lifecycle (SDLC), sAFE Agile frameworks, and IT Service Management (ITSM) processes.

- Experience applying Application Programming Interfaces (API's) for integration with other enterprise systems and how it may affect the software development lifecycle (SDLC) methodologies like Agile and DevOps.
- Experience leading a team of administrators, managing stakeholder expectations and communicating across an organization.
- Strategic Thinking- Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organization goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
- Configuration Management - Knowledge of the principles and methods for planning or managing the implementation, update or integration of information systems components.
- Requirements Analysis- Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
- Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
