Responsibilities:
Serve as a Cross Domain Solution Program Lead
Lead CDS planning and execution efforts in support of:
- System architectures and operational requirements
Serve as the central point of contact for all cross-domain efforts
Manage relationships with key CDS stakeholders including:
- NSA, DISA CDS Office, Army Cyber Command, Army Cryptologic Office
- NETCOM, DEVCOM, and mission partner nations
Coordinate integration with:
- Army and Joint cybersecurity, data transport
- Coalition data-sharing environments
Conduct market research and technical assessments of CDS technologies
Lead system architecture and design activities
Ensure security policy enforcement across classification boundaries
Ensure adherence to NSA Raise-the-Bar (RTB) and DISA CDS requirements
Oversee test planning, integration, and validation of CDS components
Ensure the RMF and accreditation documentation to support ATO
Manage interface with test organizations and approval authorities for CDS
Support creation of:
- Statements of Work (SOWs)
- Technical requirements
- Acquisition documentation
Monitor vendor performance, ensuring schedule, cost, and performance are met
Provide input to acquisition milestones and program reviews for CDS integration
Lead a matrix-manage technical teams of government and contractor personnel
Mentor junior engineers and acquisition professionals supporting CDS
Qualifications:
Active TS/SCI Clearance with Counterintelligence (CI) Polygraph
Minimum of ten (10) years of experience supporting EW/Signal Intelligence
3 years of experience with CDS architecture, policy, and implementation
Deep understanding of DoD CDS policies, NSA RTB guidance, and DISA CDS
Familiarity with tactical and strategic CDS technologies
Strong communication and collaboration skills
Ability to work in a fast-paced, mission-critical acquisition environment
Must be able to support up to 10% travel to CONUS locations
Master’s degree preferred
Experience with PM EW&C or other PEO IEW&S portfolios
Experience integrating CDS into Army mission systems or joint/coalition networks
PMP or DAWIA Level II/III Program Management or Systems Engineering
Job Type: Full-time
Pay: $140,000.00 - $180,000.00 per hour
