Job Summary

This position is located in the Department of Public Works (DPW) within the Parking Enforcement Management Administration, Vehicle Immobilization and Towing Division. The Vehicle Immobilization and Towing Division is responsible for booting, towing and ticketing vehicles for District parking code violations by facilitating the relocation and/or impoundment of vehicles. This function is important to ensure the continuous flow of traffic during rush hours and emergencies; accessibility to commercial and business services; free flow and access of emergency vehicles and improved quality of life for residents and visitors.

Duties And Responsibilities

The incumbent is responsible for overseeing the overall planning, direction, and timely execution of PEMA’s Vehicle Immobilization and Towing programs, directing the District’s booting and towing branches; developing and implementing annual deployment work plans; providing daily leadership to supervisory staff; and identifying and applying organizational improvements while performing the full range of managerial duties to ensure effective, compliant, and goal-aligned operations.

This position provides daily guidance and direction to subordinate supervisors within the Vehicle Immobilization and Towing Division and identifies and applies needed organizational changes throughout the Division. Actively keeps upper management informed of any operational, deployment or coverage issues that may impact operations and identifies and applies the necessary corrective measures and maintains an up‑to‑date understanding of all relevant procedures, policies, directives, and program decisions while providing authoritative guidance. Monitors overall employee performance, identifies performance issues and takes appropriate action and identifies training needs and activities for employees by position. Oversees the resolution of citizen matters managed by supervisory staff and, when necessary, personally addresses concerns and issues formal correspondence outlining findings and conclusions.

Qualifications And Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Licenses and Certifications

The incumbent of this position is required to hold and maintain a valid driver’s license.

Work Conditions/Environment

Duties are executed in an office setting as well as outdoors, which may involve exposure to extreme weather conditions. In the performance of managerial oversight responsibilities, frequent walking and extensive driving may be required.

Other Significant Factors

Tour of Duty: The incumbent of this position may be required to work various unconventional rotating shifts, which may include overnight hours and weekends. Work may require mandatory overtime, including observed holidays.

Collective Bargaining Unit: This position is not in the Collective Bargaining Unit

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.

Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
