Job Summary

The Lieutenant position is located in the Department of General Services (DGS), Protective Services Division (PSD), Operations Section. The PSD is responsible for safeguarding lives and property in and around District leased and owned properties. PSD has the primary responsibility for protecting various government owned and leased properties throughout the District of Columbia from hazards such as sabotage, espionage, trespass, theft, fire, workplace violence, civil disturbance, riots, and accidental or willful damage and destruction; and for ensuring compliance with policies and regulations which govern protective services operations.

Major Duties And Responsibilities

Prepares long-range schedules and authorizes tours of duty for subordinate personnel, assigning officers to posts based on their experience and background. Conducts

inspections of subordinate supervisors, non-supervisory officers, and facilities, ensuring all areas are properly maintained. Reviews subordinates' work to identify

potential issues, including training, staffing, and work conditions, and discusses these concerns with subordinates and supervisors. Initiates personnel actions to fill vacancies, consults with superiors during the selection process for promotions, awards, and reassignments. Evaluates job performance and qualifications for promotion, conducts on-the-job training, and approves or disapproves leave requests.

Addresses grievances with subordinate personnel by handling routine issues and referring more complex matters to higher authority for resolution. Conducts administrative investigations, prepares written reports for disciplinary actions, and submits them for further action. Prepares annual performance evaluations for subordinate supervisors and reviews evaluations of special police officers.Responds to reports of bomb threats, robberies, assaults, disturbances, and other serious crimes, assuming command until relieved. During investigations, adjusts subordinates' schedules to support the investigation and prepares detailed reports on incidents. Notifies the on-duty Metropolitan Police Department's Watch Commander of all significant actions taken.

Qualifications And Education

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licensure/Certification

Incumbent must maintain a valid driver's license from their state of residence.

Incumbent must maintain a valid Special Police Officer Commission license from the Government of the District of Columbia authorizing him/her to carry a weapon.

Must meet the physical requirements set forth in Title 6A by the District of Columbia in terms of qualifications for a Special Police Officer license, and to be certified by a licensed physician as physically and psychologically fit to perform the duties of a Special Police Officer. Newly hired incumbents must successfully complete all mandated training and /or certification associated with this position.

Working Condition/Environment

Work is typically performed in an office setting. The incumbent maybe required to visit other location from time to time.

Duration of Appointment: Management Supervisory Service (MSS) At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not in the collective bargaining unit.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive.

Essential: Incumbent is designated as an essential employee and is subject to recall at any time; may be required to work shift work and weekends.
