Job Summary

The District of Columbia Homeland Security and Emergency Management Agency (HSEMA) is committed to leading homeland security and emergency management efforts to ensure the District is prepared to prevent, protect against, respond to, mitigate, and recover from all threats and hazards. A key element of HSEMA is the District of Columbia (DC) Fusion Center, which includes the Strategic Intelligence Bureau (SIB) and the Situational Awareness Bureau (SAB).

The SIB adopts an all-crimes, all-hazards approach, collaborating with agencies and organizations in the District, the National Capital Region (NCR), other U.S. centers, and the federal government to analyze and share information on terrorism, crime, and vulnerabilities from various threats. The incumbent is vital to the Fusion Center, reporting to the Fusion Center Director. This leader coordinates functions such as strategic intelligence production, support for counterterrorism and law enforcement, threat assessment, cyber threat analysis, and critical infrastructure analysis. The SIB Chief will synchronize these efforts within HSEMA, enhancing partnerships and operationalizing intelligence to improve community safety and security.

Duties And Responsibilities

Supervises a team of subordinate intelligence analysts and student interns; assigns daily tasks, projects, and activities; offers expert guidance on implementing fusion center policies, procedures, and protocols; develops measures related to the department's mission and goals, covering both quantitative and qualitative aspects, as well as substantive and administrative matters; oversees and delegates duties and responsibilities; plans resource allocation; approves or disapproves leave requests; recommends hiring, promotions, incentives, and corrective or adverse actions; and sets work standards while identifying training and development needs.

Communicate effectively orally and in writing with a wide range of international, federal, state, local, private sector, academic, non-governmental organization, and professional association entities on intelligence support and information dissemination. Ensure customers and stakeholders understand their roles in the intelligence cycle and in information sharing. Maintains awareness of key customers and stakeholder information through direct contact, research, and communication, prioritizing intelligence gaps for them. Contributes to the development and refinement of the product line and schedule for the assigned subject matter portfolio, maintaining relevance and value for the respective customers/stakeholders, and ensures that the content and style of intelligence products adhere to quality standards set forth by the Intelligence Community.

The incumbent is subject to work call-back to support critical or emergencies.

Qualifications And Education

This position requires one (1) year of specialized experience equivalent to the next lower grade level in a normal line of progression. Specialized experience is experience that is directly related to the position, which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

A minimum of five (5) years of experience working in a related field is desired, including experience in homeland security, intelligence, or emergency management. A bachelor’s degree in a related field is desired.

Licensures, Certifications And Other Requirements

The incumbent must possess or be able to acquire and maintain a SECRET level security clearance from the Department of Homeland Security. For the duration of employment, the selected candidate must be able to maintain a driver’s license to be able to operate a DC government motor vehicle.

Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; FEMA Approved Intelligence Analyst Training Courses; Fusion Center Liaison Certification; IAEM Certified Emergency Manager or state-level emergency management certification.

Work Conditions and Environment

Incumbent will generally work in office settings with local travel. The incumbent may be required to work in an environment with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30 am - 4:30 pm (however, hours can vary based on the mission)

Pay Plan, Series, and Grade: MS-0132-14

Collective Bargaining Unit (Non-Union): This position is NOT a part of the Collective Bargaining Unit.

Promotion Potential: No Known Promotion Potential

Duration of Appointment: This is a Management Supervisory Service (MSS) Appointment. All positions and appointments in the MSS are "at-will" and serve at the pleasure of the appointing authority and may be terminated anytime with or without cause.

Position Designation: This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.

Residency Notice: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
