Job Summary

This position is located in the District of Columbia National Guard (DCNG),113th Wing Civil Engineering Squadron, Operations and Management Branch at Andrews Air Force Base, District of Columbia Government Operations (DCGO). The mission of the 113th Civil Engineer Squadron is to prepare combat-ready engineers for world-wide deployments while providing premier engineering and emergency support to Joint Base Andrews.

The mission of DCGO is to provide exceptional customer support to DC National Guard, while serving the District, and the community. “Working Together Towards Tomorrow”.

The position functions as a State Supply and Inventory Specialist responsible for providing administrative and logistical support including planning, estimating, scheduling, purchasing, maintenance, deployment, training, and supply tasks in support of assigned facilities and real property installed equipment for the Civil Engineer Squadron and organization of the deployment of logistical supply assets.

Duties And Responsibilities

Receives and reviews work requests (oral and written) for validity, accuracy, and feasibility. Coordinates properly with organizations such as safety, fire, security, communications, occupational health, and environmental for follow up on the progress of work orders.

Estimates general requirements for material, man-hours, and equipment time. Assists with determining funding type, work order preparation, unit work order priorities, and work order expenditures for reporting requirements of real property, master cooperative agreement, and maintenance budgets to provide a detailed audit trail.

Distributes parts/supplies to staffs, fills orders, issues supply and capital equipment, which can involve using material handling equipment, and coordinates logistics for delivery.

Liaises for materials and services purchased for the Civil Engineering Squadron, submits, receives, and accepts requests for materials or for services provided by contract. Works with vendors to ensure necessary parts are readily available, ensures inventory control programs are strictly adhered to, and the parts rooms are maintained to department standards.

Researches items, initiates purchase requests, and interacts with vendors to resolve inconsistencies in pricing, warranties, and deliveries. Ensures all items or services for which there are warranties or guaranties are identified and exercised.

Performs and administers physical inventory audits, weekly/monthly cycle counts, and reconciliations to ensure accuracy between physical stock and automated records and identifies and resolves discrepancies.

Forecasts long-range inventory needs and analyzes usage trends, demand history, and program requirements to determine optimal stock levels and prevent shortages.

Maintains and handles the entire lifecycle of equipment and supplies, including receipt, storage, distribution, and disposal of surplus or obsolete items. Prepares documentation and coordinates the disposal of excess, missing, or stolen property and hazardous/sensitive materials in accordance with department and state regulations.

Works with supervisor on the vehicle maintenance and assignment program to help manage and coordinate vehicle and equipment usage for the purpose of scheduled work. Performs vehicle control responsibilities such as monitoring vehicle status and training program, reporting incidents, attending vehicle authorization and utilization meetings, and maintaining the assignment and care of assigned and leased vehicles.

Coordinates with engineering section to obtain drawings, specifications and related data concerning assigned work. Monitors the Real Property Installed Equipment program and coordinates with the real property office to identify work requiring capitalization.

Establishes and operates the customer service center, solicits and reviews customer feedback, conducts trend analysis, accepts service calls, provides guidance for self-help customers, and provides quality customer service data to ensure base requirements are met.

Performs other related duties as assigned.

Qualifications

Knowledge of the mission, objectives and operating policies and procedures of the agency/programs to resolve material and supply problems effectively, accurately, and expeditiously in support of organizational operations.

Knowledge of supply/inventory regulations, policies, procedures, and instructions to perform assignments involving supply program management and automated systems support. Ability to understand and maintain control of Air Force approved work order and logistics management systems.

Efficient in record-keeping and verification of inventory changes including a broad knowledge of typical inventory processes and procedures. Strong understanding of the relationship between inventory transactions and balances and their impact of financial records.

Knowledge of specialized supply vendors, requirements, and scheduling sufficient to complete unusual and difficult assignments and/or limited projects.

Ability to communicate effectively both orally and in writing to convey messages and information; and to compose reports. memoranda, etc. Ability to effectively interact with staff within the office and agency, District government officials and employees, private sector, federal government, and the general public.

Knowledge of, and proficient in the use of operating a personal computer (PC). Ability and willingness to learn and utilize the approved Air National Guard Civil Engineer Squadron Work Order Management System, Standard Base Supply System, and Base Contract Automatic System to maintain automated reports depicting the status of Civil Engineering work supplies and inventory.

This position is classified as “Security Sensitive” due to the position’s duties and responsibilities.

Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication.

The State Supply and Inventory Specialist duties require the incumbent to exercise professional judgment as well as maintain a level of discretion regarding a wide variety of sensitive, time-sensitive, and/or controversial issues which require confidentiality.

The incumbent must be able to pass a Tier 1 background check and must be able to obtain and maintain a Common Access Card (CAC) and security clearance.

The District of Columbia government maintains a drug-free work environment policy. All District employees are required to take and pass a pre-employment drug and alcohol test. And are subject to post-accident/incident and reasonable suspicion drug and alcohol testing.

Licensure/Certifications

The incumbent must possess a valid motor vehicle license.
