This position is located in Kinship Support Services, Office of the Deputy Director, the Office of In-Home and Out-of-Home Care (OIHOHC) of the Child and Family Services Agency.
The primary purpose of this position is to provide an array of professional social work services to children and families by conducting training and clinical assessments to prospective kinship foster parents to determine their strengths, needs, and appropriateness to provide kinship foster care.
This role may be offered at CS-11 or CS-12 based on the candidate's experience and license the candidate holds.
Duties And Responsibilities
The Social Worker (Kindship Licensing) duties and responsibilities include but not limited to:
Master of Social Work (MSW) from a program accredited by the Council on Social Work Education (CSWE).
Must possess at least one year of specialized and directly related professional experience equivalent to grade 09 level in the District of Columbia government service or its non- District equivalent that equipped the individual with the thorough Knowledge, skills, abilities, and competencies to successfully perform the duties of the position.
Licenses and Certifications
To be qualified for CS-11 ($82,109 - $ 103,763): Must be a Licensed Graduate Social Worker (LGSW), must adhere and meet all the requirements to maintain the D.C. license current to practice social work in the District of Columbia.
To be qualified for CS-12 ($92,656 - $118,558): Must be a licensed Individual Clinical Social Worker (LICSW), must adhere and meet all the requirements to maintain the D.C. license current to practice social work in the District of Columbia.
Must be a current or eligible to obtain a Licensed Certified Social Worker–Clinical (LCSW-
C) in the State of Maryland, as applicable, and must adhere and meet all the requirements to maintain the State of Maryland license current to practice social work in the State of Maryland.
A valid District of Columbia Driver’s License or its state equivalent and/or use of public transportation is required.
Other Significant Factors
Tour of Duty: The work is performed during evening hours and weekends, as required.
Promotion Potential: Promotion to CS-12 with active LICSW.

The Social Worker (Kindship Licensing) duties and responsibilities include but not limited to:
- Conduct clinical assessments to prospective kinship foster parents to determine their strengths/needs and appropriateness to provide kinship foster care. Provides training to prospective kinship foster parents. Interviews and observes interactions, both verbal and non-verbal, between immediate and extended family members and significant others.
- Reviews information from collateral sources such as references, schools, medical reports, courts, police, employers, and other social services agencies.
- Prepares a written home study, clinical assessment, and recommendations regarding the appropriateness of prospective parents to provide kinship foster care.
- Maintain statistical data, which reflects an accurate account of the number of clients served and the number and types of activities performed.
- Maintains up to date case files for documentation of case activity.
- Submits and recommends home studies for approval and/or licensure of kinship foster homes.
- Conducts pre-service training for prospective kinship foster parents. Completes home studies, including home visits, obtaining child protection registry and police clearances, and performing other tasks in compliance with agency policies, procedures, and Federal/District legislation.
- Participate and/or lead in meetings for the purpose of case planning, sharing information on resources, and joint decision-making.
- Participates in educational and training activities, professional meetings, conferences, and seminars to keep abreast of the latest changes in the field of social work.
- Performs other related duties as assigned.
- Professional knowledge of, and ability to apply principles, methods, techniques, and practices of social work to conduct training and clinical assessments to prospective kinship foster parents and provide other social work services.
- Thorough knowledge of the child welfare field to provide social work services for individuals and families.
- Thorough knowledge of human behavior dynamics, child development and group dynamics; sensitivity to cultural diversity, age, and religious differences affecting child rearing, family and kinship patterns, attitudes about illness and medical care, and communication patterns, to conduct home visits or investigations, develop case plans, and provide counseling. Demonstrated awareness of the potential impact of personal values on children, families, and child rearing practices.
- Ability to clinically assess individuals to determine their viability as CFSA kinship foster parents.
- Ability to work with supervisors or designee to train and clinically assess prospective kinship foster parents.
- Thorough knowledge of the structure, vision, and mission of CFSA to perform work consistently with the agency’s established goals and objectives.
- Ability to coordinate and collaborate with various organizations.
- Ability to communicate effectively, both orally and in writing, to include speaking in public forums and writing extensive reports.
