The Office of Planning (OP) is hiring a Resource Allocation Officer to play a pivotal role in shaping how agency resources support OP's mission.
Job Summary
This position is located within the Office of Planning (OP). OP has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.) and provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.
The Resource Allocation Officer will advise the Chief of Staff on recommendations for budget, financial oversight and resource allocation matters. The incumbent exercises independence and discretion in carrying out the tasks of the position. Provides subject matter and functional area expertise assuring technical tasks, funding priorities, reviewing and analyzing funding allocations and financial statements, administering the procurement and allocation of grants and contracts, preparing financial justifications and developing project selection and evaluation criteria. The incumbent provides information, guidance and assistance to the Chief of Staff regarding recommendations for budget, financial oversight and resource allocation.
Duties and Responsibilities
Leads the Resource Allocation team in producing financial reports, dashboards, and financial tools that illustrate the agency's financial status for planning, programmatic, and business intelligence purposes. Build, define, and measure business and performance metrics to explain trends and guide informed business decisions. Reviews and establishes work assignments and performance as directed by the Chief of Staff.; plans work to be accomplished by direct reports, set, and adjust short-term priorities, and prepare schedules for completion of work; assigns work based on priorities, taking into consideration level of difficulty and requirements and the capabilities of employees. Develop performance standards and evaluate work performance of subordinates. Responsible for managing and optimizing budgeting processes to align OP’s goals.
Responsibilities include assuring the Resource Allocation team has correct funding in accordance with legislated appropriations guidelines, program plans, Mayoral and department directives and notification. Assists the Chief of Staff with talking points and developing presentation material and other pertinent information to report the undertaking of the agency's fiscal status. Establishes financial controls, policies, and procedures governing internal agency processes for the handling, disbursement, and collection of monies from various financial streams. (i.e., Purchase Card Program, Direct Vouchers and Contracting and Procurements). Originates new concepts, methods, techniques for program guidance, data collection, program evaluations and resources allocation related to the agency's projects and operations, financial and records management processes and procedures. Provides procurement support work throughout the procurement cycle by assembling contracts, abstracting bids, requesting amendments and modifications, monitoring the status of deliveries, reconciling invoices, and preparing information for closing out contracts. Plans work to be accomplished by direct reports, set, and adjust short-term priorities, and prepare schedules for completion of work; assigns work based on priorities, taking into consideration level of difficulty and requirements and the capabilities of employees. Develop performance standards and evaluate work performance of subordinates.
Specialized experience: is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is usually performed in an office setting except for periodic outdoor surveys, site visits, and presentations to other entities.

Pay Plan, Series and Grade: MS-0301-14
Duration of Appointment: Management Supervisory Service (MSS), at-will appointment. All positions and appointments to the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Promotion Potential: No known promotion potential.
Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
