Job Summary
This position is in the Department of Buildings, Office of Construction and Building Standards, Residential Energy Plan Review. The mission of the Department of Buildings (DOB) is to protect the health, safety, economic interests, quality of life, and sustainability of residents, businesses, and visitors in the District of Columbia by issuing licenses and permits, conducting inspections, enforcing building, housing, and safety codes, regulating land use and development, and providing consumer education and advocacy services.
The incumbent Plan Reviewer’s responsibility is to review and ensure design and construction documents comply with the District of Columbia Energy Conservation Code before a building permit is issued.
Duties And Responsibilities
Assists with all facets of the DOB Permitting Program, including program development, maintenance, and plan review. Reviews project plans, drawings, specifications, and other construction documents for compliance, as applicable, with the District of Columbia Building Construction Codes, both manually and electronically. Conducts a technical review of building permit application drawings and supporting documents to ensure compliance with the District of Columbia Construction Codes.
Prepares reports for customers detailing any non-compliant building codes identified during plan reviews. Compiles and maintains weekly and monthly management reports on plan reviews, documenting customer interactions, including issues and solutions as well as a list of potential problem projects and any requested subject specific reports. Collaborates with colleagues and managers, as well as other relevant agencies within the District of Columbia Government, to assist customers in obtaining building permits.
Qualifications And Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression
Licenses and Certifications
Must possess or obtain within six (6) months ICC certification Residential Energy Inspector/Plans Examiner
Must possess or obtain within twelve (12) months: Residential Plans Examiner

Building Plans Examiner
Working Conditions/Environment
Work is predominately sedentary; however, some visits to construction sites may be necessary after initial review. Additionally, some bending, lifting and stooping may be required.

Collective Bargaining Unit (Union): This position is covered under a collective bargaining unit represented by AFGE 2725 and you may be required to pay an agency service fee through direct payroll deduction.
