Job Summary

This position is located in the Department of Employment Services, Office of the Director, Office of Human Resources. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

The Human Resources Officer is responsible for planning, developing, implementing, and evaluating overall agency human resources and associated labor relations policies and programs by directing subordinate managers and actively fosters a culture of fairness within the Department, ensuring that policies and procedures align with DOES values.

Duties And Responsibilities

Directs subordinate managers and supervisors in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates and assigns workload and assignments. Hires, disciplines, trains, evaluates, and promotes subordinate employees. Participates as a member of the agency's senior management team as a consultant in the human resources administration of the agency. Serves as the agency focal point for human resources inquiries and administrative issues. Conducts human resource strategic planning to attract and recruit candidates for the agency that results in a well-qualified and diverse employment pool/staff.

Ensures that positions are properly classified and work with DCHR, Compensation & Classification Administration, as applicable, ensures that positions are assigned to the appropriate grade and pay scale. Works with Office of the Chief Financial Officer (OCFO) in the identification, distribution, allocation, and control of FTEs throughout the agency. Establishes a viable agency position control system to maximize available manpower allocations and plan for unique human resource needs. Works with OCFO in agency personnel budget preparation and changes with regard to existing personnel costs and new positions changes in positions.

Qualifications And Education

Specialized Experience: this position requires one (1) year of specialized experience equivalent to the next lowest grade level (e.g., if the position is a grade 12, the next lowest grade is grade 11 or equivalent) in the District of Columbia government.

The work is performed in a normal office setting.

Other Significant Facts

Tour of Duty: Monday – Friday; 8:30 a.m. – 5:00 p.m.

Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series and Grade: MS-0201-15

Promotion Potential: No known promotion potential

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
