Job Summary
This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation’s capital. This position is in the Department of Health (DC Health), Health Systems and Preparedness Administration (HSPA), within the Office of Health Professional Licensing Board’s Investigations Branch. HSPA's mission is to protects the health and safety of District residents and those conducting business in the district by promoting excellence in health professional practice and ensuring quality and safety in health systems and facilities through effective regulation. Within HSPA, the Investigations Branch is responsible for conducting investigations and enforcing District and federal laws and regulations governing licensed health professionals under the authority of the Health Licensing Boards and Advisory Committees. The branch also investigates and ensures compliance with laws related to the unlicensed practice of health professions, helping to uphold professional standards and safeguard public health.
Major Duties And Responsibilities
Ensures the development and maintenance of test criteria and test cases that verify the accuracy, sufficiency, and quality of health products and services. Oversee public health institutions, clinics, hospitals, physicians, pharmacists, and other healthcare professionals to ensure compliance with regulations. Conducts complex investigations, develops detailed statements of work, determines appropriate performance measures, incentives, and penalties, and assesses quality control mechanisms. Provides technical guidance to contract evaluation panels, facilitates routine communication between contractors and HSPA, and reviews and recommends payments for contractor-billed fees and reimbursable expenses. Establishes, maintains, and implements test methods and procedures necessary to verify compliance with District health regulations. Represents HSPA in audits of assigned contracts, recommends and implements corrective actions, and reviews contractor progress and automated data reports to determine compliance with performance measures. Consults with managers to define operational requirements, recommend improvements to health service delivery, and propose alternative service delivery methodologies as needed. Designs data collection methodologies, interprets findings, and presents detailed written and oral reports containing study results, options, and recommendations. Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. Manages day-to-day operations of the program. Periodically reviews and updates Standards of Conduct to ensure they remain current and relevant for management and employees.
Works with departments such as Risk Management, Internal Audit, and Employee Services to direct compliance issues to the appropriate channels for investigation and resolution. Consults with legal counsel as needed to address complex legal compliance matters. Responds to allegations of violations of laws, regulations, policies, procedures, and Standards of Conduct by initiating and overseeing investigative procedures. Develops a uniform system for handling violations. Identifies areas of compliance risk and vulnerability, implements corrective action plans, and provides guidance on how to prevent similar issues in the future. Provides regular reports to senior leadership on compliance efforts, program effectiveness, and emerging risks. Ensure proper reporting of violations to authorized enforcement agencies as necessary. Establishes, directs, and manages the Compliance Hotline to facilitate confidential reporting and resolution of compliance concerns. Develops and maintains an effective compliance communication program, including promoting awareness of compliance standards and procedures and ensuring employees understand regulatory requirements. Monitors the performance of the Compliance Program on an ongoing basis and makes necessary improvements to enhance its effectiveness. Supervises, plans, directs and reviews the work of subordinate staff; defines and delegates areas of authority to subordinates; evaluates work performance; approves/disapproves leave; provides managerial leadership for requesting and utilizing resources for selection, training, performance evaluation, advancement of staff, etc.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: A minimum of a bachelor’s degree is preferred for this position; however, a master’s degree is strongly preferred. The ideal candidate will have prior professional experience in compliance and investigations, particularly within healthcare systems or regulatory environments. Experience related to the enforcement of health-related laws and regulations is highly desirable.
Licenses and Certifications
Incumbent is required to possess a valid driver license in order to operate a government/personal vehicle to conduct serve orders, conduct an investigation (obtain records or conduct interviews), or perform a site visit.
Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
