Job Summary
The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located within the Immediate Office (IO) in the Human Resources Section.
The Human Resources Office is responsible for providing personnel and management advisory services regarding OAG human capital resources in support of programmatic operations to achieve operational goals and objectives. The primary purpose of this position is to provide technical and administrative support and assistance in different areas within the human resources administration, to include but not be limited to, payroll, paid leave and unpaid leave; American with Disabilities Act (ADA) and Family and Medical Leave Act (FMLA) requests; document productions, filing, and maintenance.
Duties And Responsibilities
The Human Resources Specialist will oversee and administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), Paid Family Medical Leave (PFML), Workers’ Compensation and local leave laws. This position also functions as the Payroll Administrator, overseeing biweekly payroll processing, timekeeping compliance, and reconciliation activities to ensure employee pay accuracy. The role supports critical HR operational functions by conducting leave and payroll audits, maintaining audit-ready records, and ensuring processes that impact payroll accuracy and regulatory compliance are effectively managed.
The incumbent in this position will serve as the agency’s subject matter expert for the Family and Medical Leave Act (FMLA), providing guidance to management and employees regarding eligibility, qualifying events, documentation requirements, and job protection provisions. Administer and coordinate the full lifecycle of FMLA requests, including intake, eligibility determinations, designation notices, tracking of leave usage, and communication with employees and supervisors.
Additional duties will include serving as the Payroll Administrator responsible for overseeing biweekly payroll processing, ensuring accuracy, completeness, and compliance with payroll deadlines and procedures. Monitor timekeeping compliance by reviewing timesheets, leave coding, and payroll entries to ensure adherence to agency policy and applicable labor regulations. Maintain audit-ready payroll and leave records, ensuring documentation supports internal reviews, external audits, and regulatory compliance. Maintain strict confidentiality of employee medical, payroll, and personnel information in accordance with applicable laws and agency policy.
Qualification and Education
Applicants must possess at least one (1) year of specialized experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, Specialized Experience must be equivalent to at least the next lower grade level.
Extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, PFML, HIPPA and other applicable laws. Knowledge in administering payroll operations. Excellent written and verbal communication as well as analytical and problem-solving skills, attention to detail and organizational skills.
Working Environment
The work is performed primarily in an office setting.

Salary: Negotiable up to $90,805; salary will be based on available funding for this position; and applicants’ professional experience.
Tour of Duty: Monday – Friday; 8:00am – 5:00 pm

Promotion Potential: No known promotion potential
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
