Job Summary

This position is located in the Office of the Deputy Director, Labor Standards, Office of the Director, Department of Employment Services (DOES). Labor Standards consist of the Office of Workers' Compensation. the Office of Wage-Hour, the Office of Occupational Safety and Health, the Office of Disability and Crime Victims Compensation and the Hearings and Adjudication Staff. The mission of DOES is to foster economic development and growth in the District of Columbia by providing workforce training, linking job seekers with employers, compensating unemployed and injured workers and promoting safe and healthy workplaces.

This position functions as the Deputy Director of the Labor Standards Bureau within DOES. The mission of Labor Standards is to plan, develop and administer comprehensive programs pursuant to District and Federal laws to protect and serve District of Columbia workers who experience job-related injury or impairment as well as the rights .of their employers, insurance carriers and self-insured employers as provided for under the Workers' Compensation Act; and to develop and administer the Victims of Violent Crime Compensation Program pursuant to the D.C. Victims of Violent Crime Compensation Act of 1981 which provides compensation to innocent victims of violent crime who have limited resources.

Duties And Responsibilities

In the absence of the Director. DOES, may be designated to act as Departmental Director, receiving instructions and guidance from the Deputy Mayor for Economic Development. the Mayor and/or the City Administrator. Designs and monitors program activities to assure accomplishment of the mission of the office and to assure well designed. Coordinated, and effective service delivery. Provides for continued monitoring and evaluation of total program operations. Interprets policies, standards and program guidelines relative to the established goals and objectives. Assures representation on the Wage-Hour and Occupational Safety and Health Boards. Represents the Director, DOES, in contact with the media, business and public interest groups. Speaks for the Director, DOES on all matters which involve Labor Standards program responsibilities. Advises the Director, DOES on controversial issues and/or matters having policy and major programmatic impact. Serves as a member of the Department's Executive Staff and the Director, DOES' immediate staff. Provides problem identification/solution, advice and assistance to the Director, DOES. Formulates well developed and comprehensive approaches, alternatives and new thrusts to the operation of the Wage-Hour, Workers' Compensation and Occupational Safety and Health program operations throughout the community and provides assurance that they are in compliance with appropriate laws, regulations and policies. Provides planning and management direction to four (4) Associate Directors at the DS-15 level and one (1) Chief of Hearings and Adjudication, to assure that program objectives are achieved in the most timely, effective and efficient manner. Recommends and participate in management policy decision-making on all labor related issues.

Develops and maintains linkages with Federal, Regional and District government officials and assures mutual understanding of the responsibilities and services of Labor Standards. Maintains linkages with organized labor and business and other constituent groups affected by Labor Standards' programs. Develops, initiates and oversees special studies. Responsible for the preparation, evaluation and submission of required Federal and District reports and other reports required by the Director, DOES. Makes decisions on substantive staff personnel management issues presented by subordinate supervisors. Evaluates and reviews employee performance and acts to resolve group and/or individual grievances. Develops and recommends budgetary considerations for assigned program areas. Directs the preparation of annual grant applications.

Qualifications And Education

Individual must possess at least one (1) year of specialized experience equivalent to the MS15 grade level. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. This experience could include but not be limited to the preparation and management of budgets and grants, developing, and providing authoritative advice and interpretation of relevant budget, policy, and procedural issues, and application of management principles and practices to provide sound recommendations regarding personnel management and evaluation processes.

A juris doctorate degree from an accredited law school and legal experience is preferred. Working knowledge of Workers' Compensation Act and amendments, the District of Columbia Wage-Hour Law, the District of Columbia Wage Payment and Wage Collection Law, the District of Columbia Minimum Wage Act of 1918, as amended, Title XXIII of the D.C. Law 2-100, regulatory and procedural guides including D.C. Codes and regulations relative to Occupational Safety and Health, District and Federal standards, specifications and regulations, and recommendations of the National Safety Council are all highly desirable.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Pay Plan, Series, and Grade: MS-0301-16

Duration of Appointment: Management Supervisory Service “At-Will” All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Promotion Potential: No known promotion potential

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
