Job Summary
This position is located in the Office of Disability Rights (ODR), the Division of the Deaf, DeafBlind and Hard of Hearing (DDDBHH). The mission of ODR is to ensure that the programs, services, benefits, activities, and facilities operated or funded by the District of Columbia is fully accessible to and usable by people with disabilities. ODR oversees the District’s obligations under the Americans with Disabilities Act Amendments Act (ADAAA) as well as other federal and local disability rights laws. Incumbent (Fluent with both writing in English and signing American Sign Language) is responsible for recognizing and addressing inequitable civil rights surrounding the Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened through community engagement.
This position plays a critical role in community engagement, digital communications, and public information, ensuring equitable access to programs, services, and resources. The incumbent will represent the Division at community and government events, manage outreach initiatives, and assist with communication strategies that promote accessibility and inclusion.
Duties And Responsibilities
Conducts community outreach and engagement activities (e.g., workshops, meetings, events) to strengthen relationships with the D/DB/DD/HH/LD community. Assists in planning and developing communication strategies, including through digital and social media platforms, and supports translation and interpretation needs. Builds strong relationships with community organizations and government agencies to collaborate on shared issues and initiatives.
Responds to community inquiries and provides referrals to appropriate programs and services, ensuring timely and accurate follow-up. Represents the Division at community and District government events, including evenings and weekends. Prepares reports, participates in meetings, and supports research projects to identify and address issues impacting the D/DB/DD/HH/LD community.
Qualifications And Education
Candidates must meet the Selective Placement Factor in order to be considered further for this position.
Selective Placement Factor: Must be fluent in American Sign Language (ASL) and professional written English to support outreach and engagement efforts for the District’s Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened (D/DB/DD/HH/LD) communities.
Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.
Bachelor’s degree from an accredited college or university in public administration, communications, social sciences, or a related field. Strong interpersonal and communication skills, with the ability to engage diverse communities. Proficiency in Microsoft Office Suite and familiarity with digital communication tools (e.g., social media platforms, Canva, video editing software) is preferred.

The work area is an office setting; however, fieldwork is required.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
