Purpose of Classification
The purpose of this classification is to oversee the operations and staff of the Public Works programs to include 4 major divisions: Fleet Maintenance, Roads & Drainage, Sanitation & Transportation and project management for county-wide Capital programs.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to County administrators and elected officials.
Oversees the County's Public Works function to include the design, administration, and implementation of Public Works policies, procedures, and programs; participates in executive-level decision making; and advises the Chief Executive Officer, Board of Commissioners, and the Chief Operating Officer (CEO) on matters pertaining to Public Works.
Formulates, implements, and directs short- and long-range plans and department policies and procedures for operations pertaining to motor fleet procurement and maintenance, street and drainage design and maintenance, transportation, and solid waste collection and disposal; and implements initiatives to improve operational efficiency and quality of service to the public.
Manages and coordinates efforts to obtain federal and state financial assistance; identifies grants and other funding opportunities; ensures compliance with program requirements; and manages significant intergovernmental activities with local, state, or federal agencies.
Manages the development and preparation of the department's annual budget; provides forecast data, information, major project estimates, long-range proposed budget, and cost plans, etc. to develop the County's annual budget; and manages expenditures to ensure compliance with approved budget.
Coordinates with Environmental Protection Division; and ensures adherence to and compliance with appropriate specifications, and County, state, and federal laws, regulations, ordinances, and other guidelines.
Represents Public Works at all Board of Commissioners' meetings; resolves citizen complaints and addresses inquiries and concerns as directed; and acts as liaison to various public and private sector agencies and community groups.
Directs the planning, preparation and implementation of a significant number of capital improvement programs, inlcuding design, permitting and coordination of construction activities.

Minimum Requirements:
Bachelor's degree in Construction Management, Civil Engineering, Public Administration, or related field required (Master's degree preferred); twelve years of progressively responsible experience in the public works administration, with five years of senior management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Georgia Professional Engineer’s license (PE) preferred.
