General Statement of Duties
Performs routine clerical and financial work in receiving and processing tax payments from the general public and other taxpayers.
Distinguishing Features of the Class
An employee in this class is responsible for providing customer service and financial transaction supp01i by receiving, recording, and processing tax payments. Work involves accepting payments in person and by mail, issuing receipts, posting payments to accounts, and assisting customers with inquiries. Work is performed under the supervision of the Collections Division Manager.
Illustrative Examples of Work
• Serves at the payment counter within the Collections Division of the Tax Office.
• Receives and processes tax payments from the public, banks, and mortgage companies.
• Enters payments into the computer system and issues receipts to customers.
• Answers incoming calls, provides assistance or forwards calls to the appropriate staff member.
• Processes mailed payments; enters payments, issues receipts when balances remain, and updates records.
• Balances the cash drawer and reconciles payments daily.
• Prepares and mails delinquent tax notices.
• Applies late fees or penalties to accounts when appropriate.
• Provides courteous and professional customer service to the public.
• Adheres to departmental safety rules and established procedures.
• Performs other related duties as assigned by the Collections Division Manager.
• Will become cross-trained with other members of the Collections team to occasionally assist during vacations and absences that may arise

Knowledge, Skills, and Abilities
• Proficiency in computer applications and office equipment operation.
• High accuracy in data entry and recordkeeping.
• Knowledge of Windows, Excel and Microsoft Office
• Strong math and cash-handling skills.
• Willing to learn to research and locate account and payment information accurately.
• Should possess written correspondence etiquette
• Excellent customer service and verbal communication skills.
• Ability to communicate clearly and effectively with the public and coworkers.
• Ability to establish and maintain cooperative working relationships with others.
• Will be required to complete the North Carolina Tax Collectors' Association certification program (offered through the UNC School of Government) within two years of hire. This is part of the progression ladder within the Collections Department
• Eager to gain general knowledge of North Carolina General Statutes related to tax collections
• During busy seasons, could be asked to work over-time to complete tasks that arise
Physical Requirements
• Must be able to perform basic life operational functions including standing, walking, grasping, talking, hearing, and repetitive motions.
• Must be able to perform sedentary work, occasionally exerting up to 10 pounds of force.
• Must have sufficient visual acuity to prepare and analyze data, perform accounting tasks, operate a computer, and read documents.
• Work is typically performed in an office environment with minimal exposure to adverse conditions.
